Project Overview: Piney Point Wastewater Disaster Response

In 2021, I played a pivotal role in the emergency response to the Piney Point phosphate plant disaster in Manatee County, Florida. The facility's containment walls began leaking, threatening the release of over 460 million gallons of hazardous wastewater into Tampa Bay. This water contained high levels of nitrogen, phosphorus, ammonia, and trace amounts of radioactive materials, posing significant risks to the environment and public health.

Key Responsibilities:

• Collaborative Response Efforts: Worked alongside the U.S. Army Corps of Engineers, the Environmental Protection Agency (EPA), and the Occupational Safety and Health Administration (OSHA) to coordinate emergency measures and mitigate risks.
• Water Treatment Operations: Oversaw the treatment of over 200 million gallons of contaminated water using a mobile water treatment system. This system employed high-rate clarification, filtration, reverse osmosis, and demineralization to ensure the treated water met environmental safety standards.
• Infrastructure Development: Led the installation of a temporary on-site water treatment facility to manage and process the contaminated water effectively.
• Environmental Monitoring: Collaborated with environmental agencies to monitor the impact of the discharge on Tampa Bay's ecosystem, including tracking nutrient levels and potential algal blooms.

Task Force Leader | 2025 Pacific Palisades Fire Recovery Project

Led a multidisciplinary task force in the rapid recovery and rebuilding of Pacific Palisades following the catastrophic January 2025 wildfires, which destroyed over 6,800 structures and burned more than 23,000 acres. 

• Strategic Leadership & Coordination: Directed a collaborative effort among federal, state, and local agencies, including FEMA, CAL FIRE, and the U.S. Army Corps of Engineers, to expedite debris removal and infrastructure restoration.
• Policy Implementation & Advocacy: Championed the adoption of Mayor Karen Bass's Emergency Executive Orders, streamlining permitting processes and promoting the use of fire-resistant materials in rebuilding efforts.
• Community Engagement & Support: Established the Builders Alliance, a coalition of developers and community leaders, to provide financial aid, insurance assistance, and expedited permitting, reducing reconstruction costs for homeowners.
• Crisis Management & Problem Solving: Navigated complex challenges, including insurance disputes and bureaucratic hurdles, to ensure timely and efficient recovery for displaced residents.
• Infrastructure & Resilience Planning: Collaborated with the newly formed Ad Hoc Committee on LA Recovery to integrate climate-resilient designs and infrastructure improvements, enhancing community preparedness for future disasters.

Played a pivotal role in transforming a fragmented recovery effort into a cohesive, community-driven initiative, setting a precedent for disaster recovery in California.
