  • As a consultant I utilize my law enforcement background and expertise to enact or expand public policies that discourage the use or access to alcohol and other drugs among youth and adults (e.g., social host ordinance, conditional use permit, deemed approved ordinance, synthetic drug ordinances, butane ordinance), and ordinances that increase the enforcement of existing policies and practices to lower the abuse and misuse of alcohol and other drugs. I coordinate the staff working and networking with law enforcement agencies in the counties of San Bernardino and Riverside County. Additionally, I conduct training to local law enforcement agencies on alcohol and tobacco compliance and enforcement along with coordinating and developing mental health training for first responders. Provide state approved RBS Responsible Beverage Service training, act as Coordinator for Youth Court programs in San Bernardino and Riverside County, train staff and participate in the collection of primary and secondary data (e.g., environmental scans, attitude & perception surveys, population and substance access points, law enforcement data such as citations, emergency responses, and substance-related arrests). At times I work with the Communication team to aid in social media posts, campaigns, and press releases. I currently work with the public affairs or public information officers we currently have grant funding to colllaborate on community events.

  • I was previously the ABC Officer for the department and oversaw all Alcohol Beverage Control licenses and alcohol sales permits within the City of Ontario. He was also the Development Officer for the department and oversaw any new construction and building being developed in the City of Ontario. I was assigned to the COPS (Community Oriented Problem Solving) Division. I was assigned to the COPS Division longer than any other officer in the department due to my expertise. I was assigned to other special projects related to Street Racing Task Force (Drag Net), Crime Free Multi-Housing, and Day Laborer Liason.
  • I worked with businesses to assists them with ABC rules and regulations. I enforced non-compliant businesses, and educates owners and employees regarding such issues as underage drinking and sales to minors.
  • Additionally, I was the police department liaison to the California Department of Alcohol and Beverage Control. Alvarez has been conducting ABC Enforcement and Training since 2003 and has written and been assigned to several ABC Grant Assistance Programs. He is the writer and Instructor for the ABC POST (Peace Officers Standards and Training) Certified Class – Alcohol Compliance and Enforcement. He is the writer and instructor for the Ontario Police Department Responsible Beverage Server Training Class – (READ) Retail Education on Alcohol and Drugs, which was certified by the California Department of Alcoholic Beverage Control.
  • I was also an instructor for the NLLEA (National Liquor Law Enforcement Association) Academy and has given presentations at previous NLLEA Conferences.

As a corporal I was also a Field Training Officer for new patrol officers. The following were part of my duties:
