Frederick Alvarez

• As a consultant I utilize my law enforcement background and expertise to enact or expand public policies that discourage the use or access to alcohol and other drugs among youth and adults (e.g., social host ordinance, conditional use permit, deemed approved ordinance, synthetic drug ordinances, butane ordinance), and ordinances that increase the enforcement of existing policies and practices to lower the abuse and misuse of alcohol and other drugs. I coordinate the staff working and networking with law enforcement agencies in the counties of San Bernardino and Riverside County. Additionally, I conduct training to local law enforcement agencies on alcohol and tobacco compliance and enforcement along with coordinating and developing mental health training for first responders. Provide state approved RBS Responsible Beverage Service training, act as Coordinator for Youth Court programs in San Bernardino and Riverside County, train staff and participate in the collection of primary and secondary data (e.g., environmental scans, attitude & perception surveys, population and substance access points, law enforcement data such as citations, emergency responses, and substance-related arrests). At times I work with the Communication team to aid in social media posts, campaigns, and press releases. I currently work with the public affairs or public information officers we currently have grant funding to colllaborate on community events.

• CAYC is a charitable non-profit organization focused on expanding and supporting juvenile diversionary youth court programs. They seek to constrain the school to prison pipeline through alternatives to the traditional juvenile justice system, provide training and other opportunities for youth to feel connected and supported and empower youth to take in active role in addressing juvenile justice.
• Attended board meetings and reviewed meeting agendas.
• Engaged in fundraising and resource development efforts by reaching out to interested partners and donors.

I currently volunteer as their first responder consultant, where I utilize my law enforcement background and expertise to help and build new financial mortgage programs to help first responders in their financial needs. I monitor and provide information on new future government programs related to first responders. Part my job is to educate and coordinate through their retail management the educating and networking with staff, to contact, meet, and provide the first responder program to law enforcement, fire, and EMT agencies and associations throughout the US.

• I was assigned to the Special Victims Unit in the Detective Bureau, investigating sexual related crimes. I was part of the ICAC - Internet Crimes Against Children Task Force Program in Ontario.
• Investigated and documented criminal activity, including interviewing witnesses and suspects.
• Gathered evidence from crime scenes and secured it for later analysis.
• Developed search warrants to gain access to premises or persons of interest.
• Provided expert testimony in court proceedings related to criminal cases.
• Created detailed reports documenting investigations and findings.
• Collaborated with other law enforcement agencies to coordinate investigations.
• Reviewed case files, records, police reports, medical examiner reports, and other investigative documents.
• Participated in undercover operations targeting illegal activities.
• Prepared arrest warrants based on evidence collected during investigations.

• I was one of the Ontario Police Department's Press Information Officers(PIO). Part of my duties were to be an official spokesperson of the Ontario Police Department and releases information to the public on behalf of the Chief of Police. The PIO maintains a cooperative working relationship with the media and releases factual information without hindering on-going investigations. My duties involved the following:
• Developed and maintained relationships with media outlets to increase public awareness of department initiatives.
• Crafted company newsletters and press releases for print and online materials.
• Responded to requests for information from media or designated spokesperson or information source.
• Developed and maintained close working relationships with members of press.
• Developed public relations strategies to influence public opinion or promote ideas, products or services.
• Posted and updated content on company's website and social media outlets.
• Coordinated with various departments to ensure accurate and timely responses to inquiries from the media.
• Managed website content related to department news and announcements.
• Participated in brainstorming sessions with teams from other departments regarding potential outreach opportunities.
• Authored strategic press releases, interview talking points and media responses.
• Oversaw daily communications and emergency response.
• Created press releases, newsletters, brochures, and other promotional materials for events and programs.

• I was previously the ABC Officer for the department and oversaw all Alcohol Beverage Control licenses and alcohol sales permits within the City of Ontario. He was also the Development Officer for the department and oversaw any new construction and building being developed in the City of Ontario. I was assigned to the COPS (Community Oriented Problem Solving) Division. I was assigned to the COPS Division longer than any other officer in the department due to my expertise. I was assigned to other special projects related to Street Racing Task Force (Drag Net), Crime Free Multi-Housing, and Day Laborer Liason.
• I worked with businesses to assists them with ABC rules and regulations. I enforced non-compliant businesses, and educates owners and employees regarding such issues as underage drinking and sales to minors.
• Additionally, I was the police department liaison to the California Department of Alcohol and Beverage Control. Alvarez has been conducting ABC Enforcement and Training since 2003 and has written and been assigned to several ABC Grant Assistance Programs. He is the writer and Instructor for the ABC POST (Peace Officers Standards and Training) Certified Class – Alcohol Compliance and Enforcement. He is the writer and instructor for the Ontario Police Department Responsible Beverage Server Training Class – (READ) Retail Education on Alcohol and Drugs, which was certified by the California Department of Alcoholic Beverage Control.
• I was also an instructor for the NLLEA (National Liquor Law Enforcement Association) Academy and has given presentations at previous NLLEA Conferences.

As a corporal I was also a Field Training Officer for new patrol officers. The following were part of my duties:

• Provided instruction and guidance to newly assigned personnel in the field.
• Demonstrated proper use of equipment, tools, and safety protocols to ensure safe working conditions.
• Evaluated employee performance during exercises and drills to identify areas needing improvement or additional training.
• Maintained records of all training activities, including attendance, completion status, feedback forms.
• Created written reports summarizing results from assessments and other data collected during field training programs.
• Identified potential problems that may arise due to lack of knowledge or experience among trainees prior to their deployment in the field environment.
• Monitored safety guidelines while providing instruction on job duties and responsibilities associated with specific tasks in the field.

• While assigned as a Police Officer my job is to protect life and property through the enforcement of laws/ordinances and the provision of non-criminal services. As a patrol officer is was assigned a beat to identify circumstances that indicate a threat to life or property and to take action to mitigate such threats. While assigned to patrol the following were part of my duties:
• Patrolled assigned areas to detect and prevent criminal activity.
• Organized crime scene investigation, collected evidence, and interviewed witnesses.
• Assisted with the enforcement of all applicable laws, ordinances, and regulations.
• Responded to emergency calls for service and provided assistance as needed.
• Prepared detailed reports on incidents and arrests made.
• Conducted traffic stops in accordance with departmental protocol.
• Maintained order during civil disturbances or protests.
• Provided security at public events such as parades, concerts, or sporting events.
• Investigated suspicious persons or activities to determine if criminal activity was present.
• Monitored radio transmissions from dispatch regarding reported crimes or emergencies.
• Advised citizens on safety precautions and preventive measures against crime.
• Arrested suspects following established procedures while exercising caution and good judgment.
• Developed positive relationships with members of the community through outreach programs.
• Rendered assistance to accident victims and other persons requiring first aid for physical injuries or medical crises.
• Testified in court at criminal hearings and trials as to scenes observed, evidence collected and previous incidents.
