As an Overseas High Threat Protective Operations Training Instructor for Overseas Protective Operations for the Office of Overseas Protective Operations (DSS OPO - T WPS III) Department of State. Directly responsible for the instructional delivery and conduct of High Threat Overseas Protective Operations period of instruction on a Department of State Diplomatic Security contract throughout the Middle East,
Facilitate full spectrum of Protective Operations training curriculum for entry level, as well as continued in service protective security teams.

Subject matter expert in Weapons and Tactics employment, Room Entry Tactics (RET), Small Unit Tactics (SUT), Individual Movement Techniques (IMT), WPS ERT/QRF Certified.

As a Recruiter / HITS Specialist, I generated reports, spreadsheets, and PowerPoint presentations keeping the executive management team informed on the current inventory numbers and status of all applicants and candidates. I developed a weekly reporting template for compliance with personnel qualification requirements for all labor categories required per task order (such as Protective Security Specialist, Interpreter-Translator, Shift Leader, Research Analyst, Armorer, etc.). I managed an applicant to qualified candidate matrix, which provided a graph of applicant to bio qualified candidate ratio.

I provided a weekly Quality Assurance / Quality Control report to the Director of Operations and Recruiting containing number of offer letters submitted and accepted, bios submitted to and approved by DOS; providing the program a picture of where we were at in maintaining qualified personnel. I performed QA/QC functions for job fairs attended to maintain an adequate number of applicants/candidates in the staffing pipeline. This was done by managing a tracking matrix of number of attendees for each job fair (Recruit Military, Hire Our Heroes, AMU, Military Transition, etc.), offers extended/accepted per job fair, and number of each labor category found at each job fair.

I established the current recruiting template which was used by the recruiting team to streamline the process of applicant to bio qualified candidate. Using an excel spreadsheet to systematically process each applicant to labor category capturing supporting information and documentation. Which gave us a more qualified bench of applicant/candidates in the pipeline. I identified areas of need for improvement and developed a plan on how to best meet our recruiting inventory of applicants to candidates.

I developed, reviewed, and established recruiting checklists, applicant pre-interview questionnaire, and recruiting standard operating procedures. I participated in scheduled meetings with Program Managers, Directors, and Operations Managers to review recruiting performances and identify goals for continued success and improvements.

I performed quality assurance/quality control (QA/QC) of personally identifiable information (PII) and BIO information documents prior to submission via High-threat Integrated Tracking System (HITS). I submitted PII and BIO documents in the HITS application for accurate and timely review and processing by DS/OPO. I facilitated personnel pre-deployment by responding to recruitment needs, ensuring candidates meet BIO requirements, and communicating current BIO status, as appropriate. I updated event records and records in HITS as appropriate, including affiliation records, clearance records, training records, letters of authorization, common access cards, and PII updates.

I was responsible for attracting, recruiting, and screening Worldwide Protective Services (WPS II) applicants and matching applicants to the WPS II labor categories assuring the quality of the applicant’s skills and experiences. I created WPS II BIOs with supporting documentation to assure approval by Diplomatic Security/Overseas Protective Operations (DS/OPO). I provided complete and accurate information to candidates about the company and open positions. I screened and evaluated each applicant’s work history, education, training, skills, and compensation needs to obtain the best match for the position. I managed the candidate flow in our Applicant Tracking System (ATS) in accordance with company and OFCCP guidance. I collaborated with hiring managers, program managers, and the business development team to develop custom recruiting strategies. I utilized social media, job fairs, networking events, and various recruiting methods to attract potential candidates. I met hiring targets and maintained compliance with established reporting structure.

I developed strong relationships with recruiting sources, candidates, and internal customers and maintained effective communications with each group. I facilitated personnel pre-deployment by ensuring candidates met BIO requirements. I submitted required information and documents within the customer's on-line application system for review and approval. I coordinated with the customer to ensure the accurate and timely processing and review of candidates. I managed competing priorities simultaneously and recommended improved efficiencies for systems and processes. I provided weekly performance metrics to management. I am proficient in Microsoft applications including MS Outlook, Word, PowerPoint, Excel, and Adobe Acrobat.

Program Task Analyst providing technical and analytical support to meet program objectives with in the Department of Defense. Specifically, analyze the inventory of Marine Corps training and education eligible courses and occupations for the American Council on Education (ACE). Conducted Military Evaluation review as prescribed by the DANTES requirements, and provided logistical and material support for ongoing and/or completed MilEval reviews.

Compiled statistics and data reports of course reviews for submission to officials (TECOM) for review. Managed essential records of ACE reviewed courses for continuity of operations. Conducted studies to evaluate the efficiency of the ACE course reviews for TECOM. Conducted subject matter expert working groups, course review focus groups, or meetings to facilitate analysis of the MilEval program. Produced historical narratives or chronologies to present the results of ACE reviews to TECOM Commanding General.

Military Evaluation (MilEval) Program is a key DOD education program, supported by the Deputy Assistant Secretary of Defense(DASD) and the Military Services. Service members develop a wide range of skills and expand their knowledge in many areas while serving in the Military, it is my responsibility to ensure that ACE reviews give the service member the highest semester credit hours that the educational institution will allow based on the course material and content.

As the Training Manager for Task Order, I worked directly with the Contracting Officer’s Representative (COR) as well as the Government Technical Monitor (GTM), as designated by the responsible Contracting Officer (CO). I maintained and managed the Statements of Work for Triple Canopy (the contractor) and provided support, recommended improvements and updates as needed. I directly monitored compliance with U.S. and foreign laws, regulations, contract provisions, directives, standards, and policies (ITAR compliance). I prepared written technical guidance or procedural clarification for the GTM, COR and CO to present to the contractor (Triple Canopy PM/ DOMSEC) to ensure equitable implementation of policy guidance standards. I possess expert knowledge and understanding of contracting principles and regulations with abilities to analyze complex issues and identify appropriate solutions in a timely manner. I provided management for a wide range of High Threat Protective Operations programs as well as analyzing, interpreting contractual laws, provided technical oversight of the security contract and task order to ensure contractual terms and conditions were adhered to. I routinely worked with the COR / ACOR and GTM conducting program reviews, assessments to ensure program efficiency as well as solutions for improvements. I developed and presented briefing materials directly related to security programs and high threat protective operations over seas

Directly managed and supervise integration and training instructors as well as plan and coordinate integration training for personal protective teams, static guard and emergency response teams. Manage full spectrum program, organizing, supervising, and scheduling the training and integration of local national protective personnel in the field of protective security services on a Department of State contract. Ensure that all required equipment (weapons, ammunition, and materials) are on-hand for integration training and post-integration in-service training. Develop and implement training plans for integration training and continued in-service training and firearms re-qualification.

Responsible for the conduct of High Threat Protective Operations on a Department of State Diplomatic Security contract throughout the Middle East. Managed and coordinated the organization, and supervision of all protective security training of Iraqi Police integration with Department of State protective security details. Planned, coordinated and managed integration training for local national Protective Security Officers (PSO). I facilitated full spectrum of PSD training for continued in service WPS protective security teams. Served as mentor for integration of Protective Security Officers (PSO). Subject matter expert in Weapons and Tactics employment, Room Entry Tactics (RET), Small Unit Tactics (SUT), Individual Movement Techniques (IMT), WPS ERT Certified.

Tactical Skills, Combatives Instructor / Protective Operations / Firearms Instructor, on call as an instructor, training military, as well as civilians working for the military, preparing for deployment overseas. Course curriculum consisted of instruction in weapons systems, familiarity, nomenclature, and employment of weapons such as the M4 carbine, M16A2/A4, M9 Beretta, Glock19, AK-47, M249 SAW. M240B and the 870P shot gun, expert knowledge in the application of Defensive Tactics (DT), Room Entry Tactics (RET), Small Unit Tactics (SUT), Individual Movement Techniques (IMT).

Directed activities of personnel in the development of, and the implementation of Anti-Terrorism Force Protection measures and conducting threat assessments of company force protection security measures, which comply with Department of Defense, military and federal regulations in Afghanistan for more than 6 Forward Operating Bases (FOBs), and 13 safe houses in Kabul, Afghanistan.

Served as primary tactical advisor for military and convoy operations, to the Company Commander on combat operations with in Al Anbar Province Ramadi, Iraq. Planned and conducted more than 50 convoy security missions in and around Ramadi, Iraq while serving as Personal Security Detail leader for the battalion commander.Directly provided logistical support for battalion sized elements as well as recommendations to the Battalion Commander (0-5) and Company Commander (0-3) on live fire training and combat related exercises which resulted in over 2,500 military personnel trained and qualified, with-out incident. Proven ability to communicate effectively in diverse situations. Planned, coordinated and supervised military personnel on unit training standards and standard operating procedures for quick reaction force, convoy escort procedures, and personal security detachment missions, resulting in more than 75 personnel trained and the conduct of over 50 escort and convoy missions conducted without incident.Tactical Fire Team Leader's course, which resulted in more than 300 military personnel trained in military tactics, weapons employment and certification in preparation for deployment in to a combat environment. Constructed, instructed and executed over 10 live fire ranges for more than 1700 military personnel over an 8-month period emphasizing techniques of "combat marksmanship" and transition drills, while deployed to Iraq.

Served as Anti-terrorism force protection officer (ATFP), for Headquarters Battalion, Headquarters Marine Corps Washington DC. Responsible for planning, training and immediate response to any and all situations that may occur within the ATFP scope of operations with in the National Capital Region of command. Worked closely with Pentagon Force Protection agencies in and around the Washington DC area, on risk mitigation, biological incident training, force protection of two bases, Joint Base Fort Myers and Navy Annex II, training and advising more than 3,000 military personnel on how to identify and recognize potential threats to military personnel as well as military installations with in my area of responsibility. Planned, supervised and conducted annual and biannual training exercises in order to support the Department of Defense and the Marine Corps mission statement on Anti-terrorism force protection medals, standards and threat level awareness based off of the Department of Homeland Security standards of operations.

Directly responsible for the training standards and management of more than 3,000 military personnel with in the Department of Defense in the field of Physical fitness, marksmanship, and the full spectrum of Marine Corps annual required qualifications. Maintained and directly managed a data base for military personnel insuring that all certifications and qualifications were input to the data base and were correct.

Responsible for the training, well-being, and management of military personnel on the Squad, Platoon and Company level. Directed, planned, and coordinated the combat training for military personnel for 2 Battalion level combat deployments in support of combat Operations Iraqi Freedom as well as Operation Enduring Freedom to Iraq and Afghanistan.

Directly responsible for the safe operations and developmental training, screening, evaluation of more than 2,500 civilians indoctrinating them into Basically trained Marines with-in the standards and operating procedures set forth by United States Marine Corps and the Department of Defense through a 13 week rigorous training cycle.

Trained more than 1,500 recruits during the field phase of basic training, in rappelling, fast rope and helicopter insertion procedures.

Directly responsible for the high impact military training, health, welfare ,safety and well-being of military personnel on the squad, platoon and company level. Managed and supervised more than 150 Marines on three, 7 month deployments to various countries with in the Southwest Asian Pacific theater with a focus on joint military training and global protection with other allies with NATO and the U.S. Department of Defense.

Served on the Department of State Marine Security Guard program, directly responsible for the protection of the U. S embassy, guarding and safe keeping of all classified material and personnel, as well as the direct protection of the U.S. Ambassador, his residence and his family.
