Job Description
As the Lieutenant of the Traffic Bureau, I oversee and manage all bureau operations, personnel, administrative functions, and coordination with borough, county, and state agencies. I ensure proper execution of all traffic-related programs, enforcement activities, fleet operations, training, and compliance with mandated procedures.
Primary Responsibilities
1. Bureau Oversight & Administration
• Supervise the overall operation of the Traffic Bureau and its personnel.
• Coordinate and monitor all state and county traffic programs.
• Review and approve all bureau-related reports, documentation, and statistics.
• Oversee compliance with grant requirements for DWI and traffic enforcement programs.
2. DWI Program Coordination
• Supervise all DWI activities including checkpoints, supplemental patrols, and grant-funded operations.
• Oversee the maintenance, certification, and documentation of the Alcotest machine.
• Review and approve DWI discovery submissions.
3. Traffic & Parking Responsibilities
• Oversee the approval and maintenance of handicap parking spaces.
• Review handicap parking applications, removals, and temporary permits.
• Supervise investigations involving towing operations and abandoned/unclaimed vehicles.
• Coordinate borough wide traffic studies and provide recommendations to State, County, and Borough officials.
4. Meter Operations & Revenue
• Oversee parking meter operations, maintenance, enforcement, and coin collection.
• Supervise full-time Special Police Officers assigned to meter enforcement.
• Manage meter operations at the Municipal Garage (1 Towne Centre).
5. Fleet Management
• Oversee maintenance, registrations, repairs, and insurance coordination for all borough vehicles.
• Review accident reports involving borough employees and vehicles.
• Investigate borough-vehicle accidents and coordinate repairs through Travelers Insurance.
• Track and process reimbursements
• Maintain annual motor vehicle abstracts for employees.
6. Training & Equipment Oversight
• Oversee radar operator training and recertification.
• Ensure maintenance of patrol car radar units and the portable digital speed display board.
7. Borough Safety Meeting & Accident Oversight
• Attend borough safety meetings as needed.
• Coordinate with DPW, Boswell Engineering, and traffic safety vendors regarding signage, roadway issues, and traffic flow adjustments.
• Provide expert feedback at borough pre-construction meetings.
• Attend borough safety meetings and respond to inquiries involving borough employee motor vehicle accidents.
• Assist with documentation and review of accidents involving borough vehicles.
8. Crossing Guards
· Interview new applicants for borough crossing guard.
· Oversee and supervise crossing guards are trained properly and have proper equipment.
9. Towing Operations & Abandoned Vehicles
• Oversee the Investigation of abandoned or unclaimed vehicles.
• Coordinate with authorized towing companies.
• Prepare vehicles for auction, junking, or borough disposal.
· Oversee yearly renewals of all 6 tow companies
10. Funeral Escorts
• Coordinate, schedule, and conduct funeral escorts.
11. Cell Checks
· Complete Weekly checks of our three cells.
· Maintain & Supervise Desk Supervisors complete daily Cell check Sheet.
· Work with Maintenance Department to maintain cell areas in working order.
· Coordinate with State to have Cells certified every 2 years.
