From November 2014 through April 2015, I performed Assistant General Counsel duties negotiating contracts, drafting legal memoranda, and serving as procurement counsel.
In April 2015, Executive Director promoted me to Director of Procurement. In this position, I created the Office of Procurement and Contract Oversight.
In 2016, the Office of Procurement and Contract Oversight was created and I have served as the Director. As the Director, I manage 18 certified procurement and purchasing professionals. The Office is responsible for developing procurement rules, policies and procedures; analyzing and advising the agency on procurement- and contract-related issues; developing solicitation documents; managing the evaluation process for solicitations; issuing purchase orders; overseeing the management of agency contracts; analyzing and implementing procurement-related legislation.
Public practice with an emphasis in helping public entities and private firms navigate the complex government contracting processes. Scope of public practice included but not limited to contract-compliance review, bid-protest assistance, drafting of solicitation responses, creation and enforcement of supplier-diversity programs. Additionally, drafted briefs seeking to protect third-party proprietary information under Texas's Public Information Act. Recognized by Volunteer Legal Services of Central Texas as Covington Award honoree for hours dedicated to pro-bono work.
