  • Provided construction management services to numerous San Diego municipalities such as Olivenhain Municipal Water District (OMWD), Otay Water District (OWD), City of Carlsbad (COC), and San Elijo Joint Power Authority (SEJPA).
  • Conduct preconstruction and progress meetings, review baseline and CPM schedules utilizing Primavera 6 scheduling software, review submittals, RFI's, PCO's, MOPO's, startup and commissioning plans, schedule of values, and progress billings.
  • The SEJPA project includes an $8 million removal of an existing belt press and installation of a new centrifuge, along with associated chemical feed, electrical, mechanical, instrumentation, SCADA, startup testing, and commissioning.
  • Lake Calavera (COC) was a $1 million project, removing and replacing all the underwater inlet piping and valves on the wet side of the dam, where all of the work was accomplished utilizing a 4-man diving team.
  • OWD project consists of a new $4 million Trojan ultraviolet system, including all electrical, instrumentation, SCADA, and mechanical, complete with startup and testing.
  • Neighborhood 1 (OMWD) is a new $6 million cast-in-place sewer lift station, with new Xylem pumps, odor control, electrical, mechanical, instrumentation, SCADA, shoring, dewatering, and commissioning.

Relevant Project Experience

Alvarado Water Treatment Plant Phase 3 Flocculation/Sedimentation Basins Rehabilitation

Expanded plant capacity from 120 MGD to 200 MGD. The work included partial demolition of both flocculation basins and associated systems and structures, construction of new cast-in-place concrete structure totaling 4,000 cy, influent, effluent and overflow channels, flocculation basins and flocculation systems, modification of the settled water conduit to accommodate conveyance of ozonated settled water. Sedimentation Basins 1 and 2 rehabilitations; removal and replacement of the chain and flight system, replacement of weir plates, upgrade sludge collection and conveyance system. Project included 135' of 54” steel underground pipe installation. Included approximately 2,000 sf of beam and lag shoring system to support existing structures. Construction included a new chemical feed building of masonry and structural steel. Project required new electrical and instrumentation. Final contract value was $13 million.


El Estero Wastewater Treatment Plant Secondary Treatment Process Improvements

Aeration basin modifications including new inlet and outlet gates, baffle walls, aeration diffusers (disc type), mixers, aeration piping, drivers and controls, and structural strengthening of walls and floors, replacement of return activated sludge pumps and discharge piping, replacement of waste activated sludge pump drives, replacement of two aeration blowers, new air compressor, new concrete flume structure to distribute mixed liquor flow to the secondary clarifiers, return activated sludge withdrawal pipe modifications, secondary clarifier modifications including relocation of bottom end shaft, adding wiper on flights and replacement of mechanism drive, new mixed liquor pumps and associated piping, buried waste mix liquor piping and waste activated sludge piping from secondary facility to the existing dissolved air flotation thickener, chemical facilities including ammonium sulfate, ferric chloride, and polymer, including tanks, pumps and injection diffusers, secondary effluent recycle facility including diversion box and gate, meter and meter box, and discharge to the influent pumping station, electrical, instrumentation, SCADA, and bypass pumping. Final contract value was $25 million.


Santa Maria Wastewater Treatment Plant Phase II

Expanded the plant capacity from 9.5 MGD to 13.5 MGD. The work included new cast-in-place concrete totaling approximately 5,000 cy, structures included primary clarifier, primary trickling filter, digester, digester control building, and the structural components of a percolation pond pump station. Additional work included site piping, paving and grading, an emergency generator, new switchboard, instrumentation and controls. The permanent backup generator supplied and installed on this project is a 1.0-megawatt generator. Underground pipe installation included 750' of 30” steel pipe, 22' of 42” steel pipe, 350' of 30” RCP, 330' of 36” RCP, 262' of 42” RCP, 360' of 24” DIP and 108' of 36” DIP,  as well as approximately 5,000 sf of beam and lag shoring system for jacking pit. Final contract value was $16 million.


Sedimentation Basins Rehabilitations 1-12 at the Point Loma Wastewater Treatment Plant/Design-Build

Demolished existing sludge equipment, and designed and installed new sludge collection equipment for 12 existing basins, including 36 longitudinal and 12 cross collector mechanisms. Each basin consisted of 3 bays that are 20' wide and 224' long. Designed and constructed a new 8" water main, standpipe at every two basins to allow for simultaneous connections of fire hoses, repaired existing coatings and concrete, installed 54 stop logs, modified the scum spray actuator system and repaired  the scum trough bearing system. Final contract value was $7 million.


4S Ranch Water Reclamation Facility UV Disinfection System Replacement

Replaced the existing UV disinfection system with a new Xylem Wedeco Duron UV disinfection system, modified the existing UV electrical, instrumentation and controls, performed structural modifications to the existing UV channel, removed chemical facilities and jib crane, constructed a temporary chlorine contactor with mobile tanks to meet disinfection requirements during construction of the new UV system. Final contract value was $3 million.

RP-1 Zone 1158 Recycled Water Pump Station Upgrades

Removed existing four pumps and installed four new 5,800 GPM capacity pumps and motors, variable frequency drives, and associated appurtenances, one 7,500 gallon surge tank with surge control systems, 10" pressure relief and surge anticipator valve and auxiliary pipelines, and all associated valves and fittings. Replaced existing transformers with new 3,000 KVA transformers, upgraded existing power center building, switchgear, and MCC panels, for accommodating new pump drives. Final contract value was $5 million.
