1. Program Leadership & Oversight
Ensure the STRTP operates in compliance with California Department of Social Services (CDSS) regulations, including Title 22 and Interim Licensing Standards.
Oversee development, implementation, and monitoring of the STRTP Program Statement, trauma-informed model, and therapeutic practices.
Lead strategic planning for program improvement and growth.
Provide direction for organizational policies, procedures, and services.2. Clinical & Therapeutic Oversight
Ensure integration of mental health services, aligning with DHCS (or county) Medi-Cal mental health requirements if the STRTP is also a Medi-Cal provider.
Supervise or collaborate with the Clinical Director, ensuring treatment plans, assessments, and interventions meet regulatory and ethical standards.
Monitor fidelity to trauma-informed, evidence-based, or evidence-supported practices.
Ensure coordination between residential staff, clinicians, and child & family teams (CFT meetings).3. Licensing & Regulatory Compliance
Serve as the responsible party for licensing interactions, inspections, and corrective action plans.
Ensure compliance with:
Staffing ratios
Personnel qualifications
Training hour requirements (core, annual, trauma-informed care, etc.)
Incident reporting (SOC 832, law enforcement contacts, serious incidents)
Documentation and record keeping
Maintain emergency and safety preparedness procedures.4. Staff Leadership & Human Resources
Hire, train, supervise, and evaluate management and supervisory staff.
Ensure workforce development that supports trauma-informed, culturally responsive care.
Oversee staff scheduling, performance management, and corrective actions.
Promote a positive and supportive workplace culture aligned with STRTP values.5. Fiscal & Administrative Management
Develop and oversee the program budget and financial operations.
Ensure funding compliance (e.g., Medi-Cal, county contracts, rate classifications).
Approve expenditures, staffing plans, and resource allocations.
Oversee facilities management, ensuring safety and regulatory compliance.6. Quality Assurance & Continuous Improvement
Oversee internal audits, quality assurance activities, and performance improvement plans.
Monitor data related to:
Placement stability
Treatment progress
Incidents and restraints
Staff training and compliance
Use data to drive program improvements.7. Stakeholder Relations
Serve as main liaison with:
County placing agencies
Probation departments
Community partners
School districts
Mental health agencies
Licensing (CCLD) and accreditation bodies (e.g., CARF, COA)
Represent the STRTP in community meetings, interagency collaborations, and professional groups.8. Client Rights, Welfare & Safety
Ensure youth receive safe, supportive, culturally relevant care.
Oversee grievance processes and ensure youth voice is central in service planning.
Ensure compliance with rights such as:
Fair treatment
Access to services
Privacy and dignity
Family and community involvement9. Accreditation & Certification
Oversee requirements for STRTP certification or reaccreditation.
Manage documentation, audits, and compliance with outcome-based standards.10. Crisis & Risk Management
Respond to critical incidents and ensure proper debriefing and follow-up.
Oversee risk management plans related to safety, liability, and emergency procedures.
Ensure staff understand de-escalation and trauma-informed crisis intervention.

Arranges the transportation of youths to activities and appointments.
Oversees medication administration, including storage and destruction.
Assists the Administrator in the hiring, supervision, and evaluation of Direct Care Staff.
