Responsible for the execution of a $400M annual budget ($1.0B procurement and $1.3B research, development and evaluation budget over a five-year period).
Led a 250 person, cross-functional program management office that upgraded the PATRIOT fire control system software and communications hardware (during the heart of COVID). Managed efforts to overcome the impact of hardware component obsolescence of a warfighter system that has been in active use since 1985, to include induction into major overhaul accomplished at Letterkenny Army Depot. Coordinated long-term funding requirements and delivered new PATRIOT hardware and updated software to 16 foreign nation customers of the PATRIOT system. Streamlined processes and executing an overall 15 percent reduction of program operating cost in Fiscal Year 2021 while still delivering the same level of timely quality service to US and foreign customers. Managed an annual operating budget of $456M.
Provided contract, cost, and technical management oversight of the interceptor missile, fire control & communications, as well as fielded system operations of the Missile Defense Agency's Ground-Based Midcourse Defense program. This role required oversight of multiple program management offices and the efforts of defense contractors, to include Boeing, Northrop Grumman, and Raytheon.
Led a cross-functional program management office team that upgraded both hardware and software for fire control & comunications systems of the Missile Defense Agency's Grould-Based Midcourse Defense system locations in Colorado, California, and Alaska. Upgrades were completed in existing facilities without impact to the nation's missile defense capablility.

With offices in Huntsville, AL led a cross-functional team of professionals located in Albuquerque, NM that designed and contracted for threat-representative, medium range ballistic missiles for use as targets for the Missile Defense Agency and the Army's PATRIOT system produced by companies such as Lockheed Martin, Orbital Sciences, and Coleman Aerospace. Managed an average three-year production cycle of normally 10 target builds each calendar year while successfully executing the successful ground-and air-based launch and flight performance of multiple target missiles each year. Average cost of production and flight test execution was approximately $30M.
