Increased rigor amongst program manager staff by delivering process improvements in reviewing and reporting key data to support the management and execution of contracts and delivering of the execution of the contract and in conducting program reviews. I developed and provided training to PMO CORs on the importance of key performance indicators and associated metrics that were vital to ensuring cost, schedule, and performance requirements were being met by the contractor. I led training sessions on the review of the contractor’s monthly status reports for the agencies $58M Administrative Services IDIQ Contract with 10 Task Orders (TO) and nearly 190 FTE’s providing executive administrative and specialized technical support to SES and senior leaders across DCSA. The review revealed significant red flags with TO Alpha, one of the largest and most complex TO’s delivering support to more than 20 Sr. leaders and key stakeholders across the agency. There were staffing requirements that were vacant for more than 30 to 90 days and the vendor was invoicing and billing the government for services that were not provided, which was in direct conflict with the terms of the contract agreement. Upon discovery, I advised the COR of the significance of this red flag and it was immediately reported to the KO and Branch Chief of Business Operations Support Contracts for a resolution with the vendor. This resulted in an agreement between the government and the vendor to decrement invoices for unfilled positions per the contract requirement. In addition, the Chief of Business Operations Support Contracting issued direction for all KO’s and CORs to reject any invoice in wide area work flow that should be decremented and have the vendor resubmit based on the agreement. My leadership directly led to improved performance in the execution of this contract by providing quality training in oversight, improved communications with the vendor, improved vendor staffing in meeting program requirements, established guidance and policies in the review of invoices, and ultimately saved the tens of thousands of dollars in direct program costs.

Led and mentored the branches most Jr. PM and COR in the management of three enterprise support contracts with a total annual value of more than $2.3M. I guided the PM in providing management and technical direction to contractors to ensure that all contractual requirements were met by vendors. I provided day to day leadership and guidance in the PM’s management of the highly technical integration and authority to operate (ATO) process for the agencies $1.7M Enterprise Information Collection Services Contract which supported the Security HQ’s mission for survey distribution, analysis, and reporting. The PMs increased rigor led to the identification of a GSA contract to acquire analyst support utilizing a professional services support acquisition vehicle and facilitated the intra-agency transfer of nearly $500K of FY23 working capitol to fund the requirement.
Leads staff to seek out best value solutions by negotiating more favorable terms and to utilize innovative contracting methods in the execution of branch programs. I provided leadership and mentorship to the Program Manager of the agencies COR Training Program. I reviewed and supported his initiative to reinvent how training was delivered for all CORS across the agency. He developed and executed a plan with the KO to change in-residence COR training to virtual training due to the agencies operational posture and reduced personnel on-site during the peak of the COVID 19 Pandemic. With the KO, the PM led a successful contract modification to increase classes from the three onsite courses to deliver six virtual classes throughout the period of performance. This increase doubled the previous number of classes with the capacity to train up to 60 personnel per session with a total increase of 180 personnel. This was a 300% increase in available training slots for DCSA personnel assigned in CONUS and OCONUS locations and resulted in programs savings of nearly $24K.
Mentored staff in the execution of analysis of technical requirements of information systems. Utilized my years of experience as a IT Program Manager to guide the PM in the performance of 12 week technical requirements and systems analysis review of over 150 requirements submitted by customers from 8 mission areas from across DCSA to support an enterprise requirement for a synchronization communication service with the ability to provide support in four conferencing rooms with up to 1500 connections per room with a total servicing capability of 6000 simultaneous connections when working in unison. I guided the PM in the development of a user’s requirements need to a systems capability matrix that mapped user requirements to system technical functions. Upon completion I provided oversight in the six-week technical review led by the PM with technical SMEs from the agency’s Information Technology HQs to verify matrix findings to ensure that each supported the mission partners stated needs. The study concluded with supporting evidence that identified one system with capabilities that would satisfy nearly 90% of all customer requirements. I continued to provide oversight with the PM when she organized n agency wide demonstration led by IT SMES’s to showcase the systems technical capabilities to support mission needs. As a result of the PM’s increased rigor and confidence, the consolidated requirements were strategically realigned, resulting in greater efficiencies in the management of agency wide technical requirements and enabling support to mission partners across the agency.
