Responsible for the development and acquisition of modern sonar systems for the U.S. Navy. Led the Acoustics Rapid COTS Insertion (A-RCI) program; the premier COTS technology insertion program for the U.S. Navy, a $350M per year Major Program. The Program produced a new hardware baseline every two years, and a new software baseline every year resulting in the meshing of software and hardware solutions that provided an annual improvement in capability to the entire U.S. Submarine Fleet. The program was cited repeatedly as the best example of rapid fielding of capability, and became the model program for technology insertion in use today.
