Sgt. Glenn E. Thomas Sr. was employed as a law enforcement supervisor with Colorado Springs Police Department, State of Colorado, and was employed in law enforcement for 33 years. He has successfully completed Police Officer Standardized Training (POST) and has obtained extensive training in the area of DUI Detection and Enforcement, along with complex law enforcement investigations. Sergeant Thomas is trained to instruct and perform the Standardized Field Sobriety Tests (SFST’s) and is trained/certified in the administration and interpretation of the HGN roadside sobriety test, has completed instructor training in Drugs that Impair Driving, obtained instructor status in the A.R.I.D.E (Advanced Roadside Impaired Driving Enforcement), is an Intoxilyzer I-9000 instructor as defined by the Colorado Department of Health and Environment (CDPHE), and is currently certified as a Drug Recognition Expert (DRE) and instructor as defined by the Colorado Department of Transportation (CDOT), the National Highway Traffic Safety Administration (NHTSA) and the International Association of Chiefs of Police (IACP). He has completed accident investigation training, to include Level 1 Accident Investigation, Auto/Pedestrian Accident Investigation, Auto/Motorcycle Accident Investigation and Major Accident Investigation. Sergeant Thomas recently held the position of an assigned D.U.I Enforcement Officer for the Colorado Springs Police Department and was assigned as the DUI Supervisor and one of the DUI Specialists for the Major Crash Unit (MCT). He is a Subject Matter Expert (SME) for the Colorado Springs Police Department, Colorado Department of Public Health and Environment and the Colorado Department of Transportation. He has been recognized as an expert in the area of DUI Enforcement by the El Paso County Court, 4th Judicial District. This experience and education has trained Sergeant Thomas to detect impaired or intoxicated drivers by: a. Observing their driving behavior which includes but is not limited to traffic violations, weaving in and/or out of the lane of travel, and speeding; b. Observing their physical characteristics which includes but is not limited to bloodshot and watery eyes, slurred speech patterns, an odor of an unknown alcoholic beverage, unsteady balance or difficulty walking and standing, and other known indicators of drug or alcohol use; c. The use of Standardized Field Sobriety Tests including but not limited to the Horizontal Gaze Nystagmus (HGN), the walk-and-turn maneuver , the one-leg stand maneuver, and the Preliminary Breath Test (PBT); d. The use of the Drug Recognition Expert evaluation. Over his law enforcement career, Sergeant Thomas has investigated in excess of 6,600 cases involving persons operating a vehicle while under the influence or impaired by alcohol and/or drugs, or a combination thereof. Additionally, He has evaluated numerous individuals that were determined to be safe to drive a vehicle. Sergeant Thomas has observed the same or similar driving behavior and physical characteristics of drivers impaired by alcohol and/or drugs that are listed above. Sergeant Thomas has also formed opinions on drivers impaired by alcohol and/or drugs on many occasions and Sergeant Thomas’ suspicions have been confirmed by tests of the suspect’s blood, breath, saliva or urine which were administered after completing the investigation.
