Programmer Analyst IV - Fire Command and Control System II

• Responsible for reviewing Request for Proposal (RFP) and Statement of Work (SOW) documents in preparation to award contract for the development of a new E911 computer aided dispatch (CAD) system for the Los Angeles Fire Department
• Responsible for software change control and configuration management of the initial test hardware and software environment. Used PC based version control software to track system documentation updates and maintain source code daily builds
• Developed the C coding standards for the project
• Created the FCCS II hardware and network diagram, using AutoCad. This detail diagram helped in pinpointing errors in the network design and highlighted missing computer components

Programmer Analyst III - Fire Command and Control System (FCCS)

• Maintained the Los Angeles Fire Dept. 911 Computer Aided Dispatch (CAD) system. System databases where compressed, disk storage levels monitored and overall system health was maintained daily
• On-call 24/7 to resolve any outages and coordinate with the night shift LAFD Captain on duty to execute a control switch over to the backup system if needed
• Created COBOL programs to port the dispatch history database to the departments more powerful IBM mainframes to print daily incident reports for the LAFD staff
• Created the Fire Incident Reporting System (FIRS). The system was developed using Information Builders FOCUS database. It allowed LAFD staff to query, in real time, fire incident information. An increase of 30% in productivity was gained by LAFD staff. Much paper was saved

Programmer Analyst II - LA City Payroll Section

• Maintained Accounts Receivable tables implemented in COBOL and generated ad hoc reports for the controllers office
• Ported Accounts Receivable data to a PC system to test Micro Focus COBOL compiler and determine feasibility of running mainframe jobs on a PC workstation
