Participation in the preparation and adoption of the national Act of State Independence of the Republic of Azerbaijan from the USSR, as well as laws ensuring national independence, economic and social development and sovereignty of the country

Development and adoption of the Law on the joint development of hydrocarbons at three large offshore fields in the Azerbaijani sector of the Caspian basin, together with a consortium of 11 US and European companies.

Development and adoption of laws on the transition to a new market economy policy and economic development model of the country, including legislation on banks, taxes, customs code, regulation of import and export operations, tariffs, exemption from double taxation, promotion of foreign investment, etc.

Creation of a legislative and political platform for integration with the countries of Western Europe and the USA; the adoption of laws on political parties and NGO, on freedom of speech and assembly, on the inviolability of civil rights and the creation of a transparent civil society, on a free plurality and proportional system of elections to the country's parliament and local authorities, on the creation of local self-government - municipalities, on the independence of the judiciary, etc.
