Chief Health and Wellness Officer, Native American Rehabilitation Association of the Northwest, Portland, OR, 05/2022, 02/2023, Directly responsible for day to day operations of medical, dental and pharmacy services in large non-profit. Facilitate ongoing development as well as implementation of a comprehensive system of care for Culturally Specific Health and Wellness Services throughout all sites (13) and services at the only Urban Indian Organization in Oregon which is also a Federally Qualified Health Center (FQHC) including two residential treatment facilities. Provide direct administrative, budgetary, as well as operational oversight and supervision to all medical, dental, and pharmaceutical services (HRSA 340B & direct) including implementation of mental health services. Provide direct supervision to 27-35 staff. Works consecutively with finance to develop budget, complete forecasting, and manage profit as well as loss across services. Performs ongoing program evaluation to determine effectiveness and opportunities for improvement as well as maintain accreditations. Develop and oversee OKRs and KPIs that drives and inspires excellence across organization . Participate in strategic and business continuity planning (including market and service analysis) for the organization as well as implementation of those goals including reporting of progress to board as well as stakeholders. Facilitate and supervise service expansion. Assure quality outcomes, patient satisfaction, support accreditation (FQHC, 340B pharmacy, CARF, etc.), and reporting to partners. Oversee metrics and contracts to ensure compliance as well as quality. Engage in contract negotiations with CCOs, state, county, and vendors. Collaborate and coordinate with lobbyists and legislatures in Salem Oregon and Washington, D.C. regarding FMAP as well as IMCE and other initiatives that would impact funding or patient care. Identify and lead new business opportunities to meet growth goals through market analysis, patient surveys, and health policy changes; Identify shifts in healthcare and provide guidance regarding meeting those needs. Manage core business objectives, including medical expense ratios. Engages with health plans and functional leaders to prioritize, manage metrics, and align resources. Align programming and delivery process with administration, as well as governing rules or regulations to ensure healthcare providers are working efficiently in accordance to accepted best practices that are culturally appropriate. Active member of Risk Management & Compliance Committee, Infectious Disease Prevention Committee, & 2SLGBTQ+ Committee. Work collaboratively with senior leadership (CEO, CMO, CBHO, COO, CFO, CHRO, COS, etc.) to ensure continuous readiness for all regulatory and accrediting bodies, facilitate the adoption of clinical process improvement initiatives as it pertains to delivery of care and services. Assist in grant writing, contract negotiation, organizational advocacy, fiduciary responsibility, recruiting, and facilitate organizational change in relation to process improvement as well as business continuity. Engage in staff recruitment, hiring, professional development, corrective actions and succession planning. Relationship focused leader; utilization of change management and consensus building skills to negotiate favorable outcomes both internally and externally with diverse groups of people. Monitor staff performance and development goals, assign accountabilities, set objectives, establish priorities, and conduct annual performance reviews. Provide coaching and mentorship to direct supervises including performance management, P & L management, conflict management, process improvement, customer relations, professional development, and succession planning. Promote environment of collaboration, coordination, and integration within staff that is built on a commitment to patient care as well as high quality services. Represent organization within the community at events (Pow Wow, Indigenous Day at the Capital, urban consultation with Oregon Health Authority and tribes, etc.), on several boards, with stakeholders and funders. Build and nurture relationships. Develop internal and external communications. Engage, develop, and actively participate in contract negotiations. Facilitated the development of and provides continuous direct oversight to the first Indian Managed Care Entity program in the nation that provides care coordination to American Indian/Alaska Native Medicaid Fee for Service members who reside in the state of Oregon. Includes direct confer with Oregon Health Authority on weekly basis, and active coordination as well as collaboration with the 9 tribes of Oregon. Active engagement in monitoring health plan regulations, contract benefits, policies, and practices.
