Independently assess and responds to Systemwide union and public information requests

Provide advice, consultation and information to departmental managers, supervisors and employees regarding discipline, Union contract provisions, EEO and ADA matters, and personnel rules, policies, and procedures; Respond to and investigates EEO complaints of discrimination, sexual harassment, and failure to accommodate; Determine reasonable accommodations under the Fair Employment and Housing Act, and ADA; Meet and confer/consult with employee organizations; Prepare investigative reports, correspondence, and memos; Administer provisions various labor contracts; Monitor appropriate use of FMLA and other leave types
In response to various requests for information, research answers covering various union contracts, and prepare written analysis of findings
Prepare written Skelly notices of proposed discipline citing alleged violation, dates, factual basis, and providing supporting documentation, etc
Investigated complex employee relation's issues involving the interpretation and/or adapting of personnel policy to specific situations, regulatory compliance, and employee rights
Implementation of progressive discipline, employee counseling, prepared justification of findings and adverse actions documentation
Extensive experience conducting employee terminations and/or mass layoffs during economic downturn
Performed job analyses and classifications based on FLSA standards
Ensured diversity in the workplace, making sure EEO policy was in place as well as accommodations under ADA
Re-wrote parts of employee handbook in terms of policy, and edited the rest of it to assure consistency
Administered company-wide benefits packages, including medical, dental, vision, life, LTD, ADD, flex plans and disability for 500 employees in multiple (18) locations
Administered leaves of absence under FMLA/CFRA, PDA, Workers' Comp and ADA accommodations
