Duties and Responsibilities:

· Provide capacity building to the MOHS in managing US Federal funds from CDC

· Assisting the MoHS to develop templates for monthly spend plans and budget reconciliation reports; and technical /financial progress reports

· Assisting in the development of monthly spend plans and budget reconciliation reports as part of the manual drawdown request

· Reviewing and recommending country-level approval of monthly spend plans and budget reconciliation reports

· Ensuring on-time submission of monthly spend plans and budget reconciliation reports to CDC Office of Financial Resources

· Reviewing and aligning policies and procedures that comply with applicable US Federal requirements including but is not limited to: Travel, Procurement and Human Resources, Payroll Management, Recruitment, Consultant and Contract Management, Inventory Management, Fleet and Fuel Management Practices.

· Providing oversight of procurement processes and ensuring timely execution of procurement requests

· Both the MOHS/IHPAU and Crown Agents will have authority to drawdown funds from the PMS account and on a quarterly basis, submit federal financial reports (FFR)

· MOHS/IHPAU and Crown Agents will have authority to draw down funds from the Payment Management System (PMS)

· Understand, utilize, and assess Chart of Accounts for proper reporting of fund tracking to various funding sources, allowable and non-allowable expenses, projects, activities, departments, and functions.

· Extensive knowledge in budgeting.

· Ability to generate timely and accurate reports to donor partners.

· Review disbursement and journal vouchers to ensure compliance with MOHS policies and CDC requirements before recommendation for approval.

· Review Returns from programs supported under the CDC project before recommendation for approval.

· Monitor interventions and programs funded by grants to ensure compliance with Federal regulations.

· Works closely with CDC Project Officer on all prior approval actions and overall grant management activities.

· Participates in monthly and quarterly CoAG management meetings to review administrative, financial, and programmatic progress and challenges.

· Co-signatory on CoAg Award bank account in Sierra Leone.

· Prepares, in consultation with CDC, required applications and continued application

· Assist Procurement Specialist to review and update the agreed Procurement Plan as required by the Joint Fund Management Manual

· Inspect goods and services and ensure they are in compliance with specifications and quantities with purchase orders and contracts under the CDC project

· Review weekly committed funds from CoAG Procurement Officer

· Review and approve all payments uploaded into the Africell money portal. CoAG Senior Accountant will initiate payments and send to CA for review before approval

· Review and approve monthly reconciliation from CoAG Senior Accountant. After reviewing, also monitor to ensure that CoAG Senior Accountant upload the reconciliation requirements in Grant Solutions.

· Review all Confirm activities for implementation with MoHS Program Officer and CDC Technical lead counterpart from the CoAG Manager. After receiving concurrence from MoHS Program Officer and CDC Technical lead and send to CDC Project Officer for Concurrence.

· Review monthly CoAG petty cash expenses report from CoAG Senior Accountant.

· Provide finance monitoring and oversight for all trainings nationwide.

· Work together with the Procurement Specialist to ensure all procurement are in compliance with IHPAU Joint Fund Management Manual, and guidelines of CDC.

· Maintain and update the Performance Tracking Tool on MS Project software support with the workflow of both IHPAU and wider MoHS staff to ensure specific, critical tasks are completed, to a high quality, on time. This is hosted on cloud-based program and produce monthly dashboard report for IHPAU, CDC, MoHS senior management.
