Summary

I am a retired Human Resources Senior NCO from the WIARNG. I have extensive knowledge of its staff and inner workings. I also have extensive knowledge of all the personnel programs currently used in the organization. I also worked extensively with the joint staff in previous occasions and have worked with the Air Guard in some instances to understand their purpose and needs in the joint staff as a WING organization. I have dealt with the misery of state active duty and its processes many times over. We have tried multiple times to streamline the process with little success and a lot of work. I am excited that there is finally a program that can coordinate DMA pay to our Soldiers and Airmen appropriately with little to no errors. I believe if the largest Guard states are using them (who EMAC regularly and have natural disasters all the time), they must be fully usable and I'm sold. I am fully capable of managing presentations, collaboration between staff, coordinating needs, automating processes for new systems to tie into current systems, and motivating people to get the job done.

Enlisted Personnel Manager (SR HR NCO)

  • Headed new personnel system for the Army (IPPS-A), created statewide policy, training and SOP for all HR Professionals.
  • Established new responsibility levels at every echelon to complete transactions in the new system
  • IPPS-A affected transfers, promotions, flags, extensions, bonuses, individual job descriptors, movement of documentation throughout hierarchy of the Wisconsin Army National Guard (WIARNG)
  • Continuously prepared and briefed leadership and subordinates on progress status from SIDPERS to IPPS-A systems as well as requirements
  • Directed, planned and personally trained all HR professionals within the WIARNG with the implementation of IPPS-A
  • Collaborated with stakeholders within WIARNG/State directors and other states as needed for mission success
  • Managed budget for temporary personnel to assist in converting data from SIPDERs to IPPS-A upload
  • As all new systems once implemented, IPPS-A had egregious bugs to be worked out. Was primary person to resolve all issues at my state level or at the national level until resolved.
  • Created talent management for HR Professionals to create career goals and stability of the force
  • All while maintaining her primary job as the Enlisted Personnel Manager for the WIARNG of approximately 6,500 Soldiers

  • Established HR Conferences to streamline processes for a 3,200 sized element with six battalions and a company
  • Created a simpler more efficient Personnel status report for a complex organization
  • Collaborated with other brigades and state directorate entities to establish requirements and needs for State Active Duty and processes for onboarding and off boarding, pay, travel funds, and W2s for approximately 2,000 Soldiers for hurricane relief, border patrol, and COVID 19 response
  • Collaborated directly with G1 automations to automate the manual processing of pay and benefits of Soldiers on State Active Duty
  • Worked directly with state J1 office and DMA to rectify pay errors until resolved for each individual as needed
