Summary

While serving as a Stte Trooper with LSP approx. 28.6 years of service, I was an instructor for the Emergency Vehicle Operations Center (EVOC) for many years. I taught EVOC to the State Police Cadets along with Troopers for yearly In-Service. I was Governor Bobby Jindal’s Executive Protection Agent. I provided protection to numerous visiting Governor’s and U.S. Dignitary Officials. I was assigned to the LSP Gaming Enforcement Division for over 10 years. During my tenure with State Police, I served in many capacities as a uniformed trooper (DWI Task Force, Field Training Officer (FTO), firearms (Appox 4 years), DT and EVOC academy instructor, narcotics agent, detective, and protective service agent. I served on the Region I SWAT team conducting numerous high-risk warrants and hostage rescue incidents for 7 years.

Academy Instructor: I was responsible for supervising weapon requalification training to include planning requalification, ensuring that all equipment, weapons, ammunition, marterils were on-hand for training, and operating training on the firearms simulator training system (e.g., FATS). I was responsible for all installations, preventive maintenance and troubleshooting of the firearms simulator training system. I also supervised the cadets at the Emergency Vehicle Operations Center (EVOC) and taught POST Use of Force.

Protective Service Agent: Protected Governor Bobby Jindal, First Lady, and their children along with numerous other VIP’s. I provided dignitary protection to numerous visiting U.S. Officials (Gov. Mark Warner, Gov. Jeb Bush, Secretary of Commerce, etc.)

Road Trooper/Region I SWAT: Hostage rescue (e.g., St Martinsville Prison), High Risk warrants. Provided numerous VIP Protection Operations. I was in two lethal force encounters which were cleared as “Good Shootings” by LSP review board.

  • Developed and drafted a department manual, Procedural Orders and Training Requirements which was implemented for all approximately 30 full time officers.
  • Personally, monitors all officers’ training and evaluate their progress and training effectiveness and safety skills at the range.
  • I am a certified instructor both on the state and federal level in firearms and driving (EVOC), and I design training programs for Harahan Police.
  • I maintain the department’s armory, and evaluate firearms for appropriate use by our officers, including testing and evaluating firearms equipment.
  • In 2010, I developed an Active Shooter Response Team, to maintain the safety of the schools in the city.

  • As a Basic Officers Firearms Instructor (BFFOC) training, Adult Learning Theory course, EVOC, and Tactical Combat Casualty Care certification, I instructed in the Department of State Worldwide Protective Services (WPS) and Department of Defense programs at the JESTC Firearms Range in Zachary, LA.
  • The training programs that I lead require preparation of classroom lesson plans that are designed to tutor the students firing techniques, weapon management, proper ammunition, and safety procedures.
  • Class size was approximately 15-20 students for each course.
  • I lead courses of instruction for proficient use of the following weapons: Colt M-16 fully auto machine gun, Colt M-203 grenade launcher, FN-239SAW Squad Assault Weapon, FN M-240 belt-fed machine gun, Remington 870 short shotgun, Colt M-4 fully auto machine gun, AK-47-fully auto machine gun, 9mm Glock semi auto pistol, Forty-five caliber Sig Sauer semi auto pistol.
  • These courses are comprehensive courses of instruction that require students to become proficient with the weapon and to know how to dismantle, clean and repair the weapon.
  • I supervise range operations at the EVOC driving track and ensure compliance with all relevant safety standards.
  • Evaluate and critique students and remediate and correct student shortcomings when necessary.
  • After each course I instruct, I meet with upper management to evaluate the course presentation to recommend areas of improvement and implement changes when necessary.
