Ofc. Franklin was dispatched to the Seagle Building in reference to a theft. Saleem Hasan, 74 years old, got off a bus and put his grocery bags on the ground. An unknown female walked past him and stole his groceries. Mr. Hasan has difficulty with mobility. The $85 of groceries was due to last him the whole month. Ofc. Franklin took it upon himself to go to Publix where he purchased the groceries and see if they could help with the replacement. They did and with the receipt Ofc. Franklin purchased all the same items and took them to Mr. Hasan who was very appreciative.
St Jude: In partnership with Chili’s, I worked as a waiter while in full uniform to help raise money for the children of St. Jude Hospital.
Charity Basketball Events: I participated in numerous charity basketball events for breast cancer awareness, community relations, and giving our at-risk youth activities to do during the summer.
Arrest Minimus: The Florida Department of Corrections, Probation and Parole was using handwritten arrest minimus. I created a digital copy of the arrest minimus which is now being used by the Florida Department of Corrections.
Introduction to Threat Assessment for Targeted Violence Prevention
This presentation is designed to provide participants with a comprehensive overview of targeted violence and terrorism prevention. It will examine threats facing our communities, terminology used in the prevention space, how individuals radicalize violence, and resources available to assist law enforcement officers to better practice prevention with their communities.
Threat Assessment and Threat Management Case Study
This presentation will briefly review the concepts associated with targeted violence and the Pathway to Violence. This case study will examine the actions of the 15-year-old attacker who committed the 2021 mass shooting at Oxford High School in Oxford Township, Michigan. It will focus on the attacker’s observable behaviors on the Pathway to Violence leading up to the attack. Completion of Introduction to Threat Assessment and Threat Management for Targeted Violence Prevention is highly recommended but not required.
Basic Tactical Medical Instructor Training
The Basic Tactical Medical Instructor Training Program (BTMITP) is a highly intense training program requiring a physical demand on the student and consists of lecture, labs and skill practice. The law enforcement officer will gain knowledge and skills necessary to mitigate the loss of their life or the life of another while in an active threat environment. The skills will address treating life threatening injuries in an austere environment with limited equipment, lack of medically trained personnel and prolonged time to evacuation. Tactical Medical is a systematic approach to dealing with casualties in a tactical environment. It is strongly influenced by the model used by the Department of Defense called Tactical Combat Casualty Care (TCCC). As the name implies, TCCC incorporates tactical problem solving into any situation in which casualties are incurred from an armed, hostile opponent. The TCCC system focuses on saving “preventable deaths” while achieving three primary goals: Treat the Casualty, Prevent Additional Casualties and Continue the Mission. Upon graduation from the BTMITP, students will be able to deliver training in the basic, civilianized tenets of TCCC life-saving skills addressed in the DHS Care Under Fire Education Standards.
Physical Security Assessment Training Program
The Physical Security Assessment Training Program is designed to teach and demonstrate to state and local law enforcement how to conduct physical security assessments on locations where mass gatherings can occur and on critical assets that are likely to be selected for targeted violence or terrorist acts (i.e., schools; houses of worship; convention centers; etc.). These assessments will help to identify the vulnerabilities associated with a particular location and the consequences of those vulnerabilities being exploited by a violent extremist or an act of terror. Training will assist students in recommending Options for Consideration to mitigate identified vulnerabilities to prevent or lessen the potential impact of an attack.
Crisis Intervention
Developed an increased understanding of the impact of mental illness and substance abuse on society. I was trained on the dynamics of crisis and suicide issues, and different ways to approach situations with verbal de-escalation skills and empathic communication skills. I received a Certificate of completion for the training.
Crisis Hostage Negotiations - Level I
Level I addresses the fundamental skills of a successful crisis negotiator. We will prepare you to work as part of a coordinated negotiation team and handle a variety of crises including hostage takers, barricaded subjects, and potential suicide victims.
Crisis Hostage Negotiations - Level II
This course further enhanced the knowledge and skills I acquired in IPTM’s Crisis Hostage Negotiations – Level I course, or its 40-hour equivalent. A more in-depth study of abnormal psychology, subject-precipitated homicide, high-element negotiation, use of third-party intermediaries, hostage reactions, and advanced communication techniques will be a primary focus during the course.
There was an in-depth discussion of a deliberate strategy for an integrated intervention based on the R.E.A.C.C.T. model, as well as presentations on negotiating with both the elderly and the hearing impaired.
Uniquely presented in the program were advanced techniques related to the questions posed to subjects and appropriate responses based on the “clusters of five.” You will learn how to say “no,” how to show empathy, and how to develop and apply a communication strategy during a negotiation.
Advance Investigation Principles
This course provided in-depth instruction on the processes and techniques that apply to all aspects of criminal investigations, from the initial response to the scene to the final courtroom presentation.
The course teaches methods to evaluate a crime scene and determine the type of crime that has been committed and the physical parameters of the area of involvement. The class showed how to properly locate, document, collect, and preserve physical evidence and effective techniques for interviewing witnesses, victims, and suspects. I also learned about networks and databases that can assist you in the investigative process.
Criminal Street Gangs Overview
The course was designed for the uniformed patrol officer or investigator who has had limited experience with street gangs. The course will acquaint the officer with the history and organization of gangs, legal definitions, gang identifiers (including colors, symbols, hand signs, graffiti, etc.), criminal activities, documentation, and officer safety.
Introduction to Clandestine Laboratory Investigation
The Clandestine Laboratory Investigation course is a comprehensive training designed for officers serving in narcotic investigation units. This intensive program equips attendees with the essential knowledge and techniques needed to conduct safe and effective investigations of clandestine laboratory operations. Throughout the course, officers will delve into a wide-ranging set of topics, including bombs and booby traps, chemical safety, courtroom preparation, designer drugs, drug-endangered children, investigative techniques, manufacturing techniques, new trends in clandestine drug production, night field exercises, pre-lab operations, production calculations, raid planning, and the intricacies of obtaining search warrants and court orders. It is important to note that while this course provides invaluable information and skills for investigating controlled substance manufacturing, it does not certify attendees to engage in clandestine laboratory sampling, evidence collection, or processing. Upon completion of the training, officers will be equipped with the expertise necessary to safely pursue individuals and organizations involved in the production of controlled substances, thereby enhancing their capabilities in combating drug-related crime.
Introduction to Patrol Drug Investigation
The Patrol Investigation Course is designed to teach police officers about working drug cases. This is not limited to just investigative techniques, but an overall aspect of the drug trade. There is more to being a well-rounded police officer than just knowing the law. Police officers need to know about drug trends and the reasons people use drugs.
We will also examine the citizen’s viewpoint versus the viewpoint of the police. This will let us know what we need to do to work together better. Police officers need to know more about drugs to help with their investigations, so we will look into several different drugs.
Field Training Officer Course
This 40-hour course is designed for law enforcement to cover all aspects of field training and evaluation programs for new hires. Students will be introduced to current methods of evaluation and documentation necessary to complete the training period. Topics covered will include adult learning, motivation, leadership, counseling techniques, FTO role; legal and ethical issues, communication, and reinforcing desired behavior.
Instructor Techniques
This 64-hour course is designed to teach basic instructor techniques to individuals who aspire to become Criminal Justice and Standards Training Commission (CJSTC) certified instructors. The student will learn the basic concepts of developing and presenting a lesson plan using various instructional techniques from adult learning theory to group facilitation.
Certified Radar, Laser, and Speed Operator in the state of Florida
This course will provide training on both radar and laser speed measurement devices and prepare the student instructor to present the “Florida Laser / Radar Operator Course” for certification of attendees. The student instructor will learn the different scientific principles, proper operation, and various aspects of equipment use such as testing and verification protocols, case law, health issues, and many other operational considerations. Students will also take part in teaching exercises that emphasize the need for complete equipment familiarity on the part of the operator.

This course provided participants with an overall view of how contraband is concealed in vehicles and the ethical requirements of law enforcement officers in the search of suspected vehicles. At the end of the class, the participant will know the latest techniques/methods used by criminals and criminal organizations to prevent the detection of contraband. The class will also explore traditional techniques used by law enforcement in the search for contraband and demonstrate how ineffective they are against current concealment techniques.
Inmate Manipulation Course
The purpose of this course was to instruct corrections or probation officers in the physical and verbal strategies to deal with inmate manipulation professionally and ethically. Major topics include conflict management, inmate manipulation techniques, games cons play, Florida Statutes, Model Jail Standards, human interaction, officer safety, ethics, problem-solving, and communication skills.
Firearm Instructor Course
This 44-hour law enforcement Firearms Instructor course was organized and developed to enhance the knowledge, skills, and abilities of a police officer proficient in shooting and manipulating a firearm to provide efficient and effective basic recruit firearms training to criminal justice students.
