Safeguards & Security and Emergency Response SME (Consultant to Federal Staff)

• Provides subject matter expertise in Safeguards and Security (S&S) and Emergency Response to Federal Staff of the U.S. Department of Energy (DOE) Office of Fossil Energy Carbon Management (FECM) and Office of Cyber Security, Energy Security and Emergency Response (CESER) for the Strategic Petroleum Reserve (SPR), a key national security infrastructure.
• Supports development and implementation of Critical Performance Measures (CPMs) in alignment with Federal mandates including Executive Orders, CFRs, DOE directives, and applicable local policies related to national security and emergency preparedness.
• Assists in administrative oversight across six primary S&S program areas: Program Planning & Management (PPM), Protective Force (PF), Physical Security (PHY), Information Security (INFOSEC), Personnel Security (PERSEC), and Foreign Visits and Assignments (FVA).

• Provide security and control access for the personnel and property of the Strategic Petroleum Reserve (SPR)
• Responsible for providing first aid, CPR, and assist during emergencies as necessary both, in office and field settings
• Knowledgeable of qualification and operation requirements for DOE firing range through firsthand experience maintaining Protection Force Officer (SPO1) status
• Lead safety initiatives as the Elmwood Complex Safety Champion to ensure compliance with client policies and procedures as well as presenting safety-related information to peers, management, and the client
• Participates as Opposition Forces Performance Tester to ensure operational readiness of mission-critical SPR security systems through on-site inspections at all SPR facilities and providing the client information to identify and improve deficiencies, including controller duties for security force-on-force exercises through participation and observation
• Financial Secretary and Treasurer of local 704 Union, responsible for collecting and controlling monetary assets
• Monitoring and enforcement of S&S OPSEC requirements to ensure protection of sensitive and/or classified information and government assets

• Responsible for maintaining order and ensuring the safety of hotel guest's and staff within the grounds of the 504-room hotel
• Led a team of four security officers and managed administrative duties, including scheduling, writing, and filing reports
• Monitored advanced audio-video equipment to ensure quality assurance

● Conducted ten escorts of High-Value Assets and provided over 360 hours of Anti-Terrorism force protection as coxswain.

Supervised watch standers in both Anti-Terrorism and Anti-Piracy defense to ensure safe passage of high-value assets through 30 choke-point transits, 26 high-threat port visits valued at over $500 million in combat equipment and 100 million gallons of fuel.

● Responsible for issuing new gear to over 100 personnel valued over $1 million without a single discrepancy. ● Developed training sessions to increase weapons qualifications within the unit
