  • Former Director Business Development & Marketing. Jim was also the liaison with the FAA to obtain STC approvals for multiple aircraft types including; B757, B737 and Bombardier CRJ-100. This technology was developed to automatically and wirelessly analyze Flight Operational Quality Assurance (FOQA) “Big Data” and aircraft maintenance data in order to improve “Safety of Flight”. Technology is currently being flown on over 1,100 Commercial Aircraft and has become standard equipment on Jumbo aircraft including Boeing B787 Dreamliner and the Airbus A380.

  • Director of Technology for L3Harris’ Commercial Unmanned Systems and technical leader for Harris’ Commercial UAS business. He led the Command and Non-Payload Communications Study for the FAA/NextGen Institute for Beyond Line of Sight (BLOS) operations. This study included a comparative analysis of the Technical/Business considerations for both Point-to-Point Beyond Line-of-Sight (PBLOS) and Networked Beyond Line-of-Sight (NBLOS) alternatives.
  • Responsible for developing technology strategies including the development and deployment of a North Dakota Statewide System for UAS C2 Surveillance and Unmanned Traffic Management (UTM). Authored industry White Paper describing dynamic frequency assignment management system for UAS operators to obtain non-exclusive, nationwide FCC Commission spectrum licenses. Successfully developed and deployed a small SWAP UAS radio operating in C Band 5030 - 5091 MHz radio. Participated in (5) UAS Industry Working Groups developing Interface Control Documents: – Flight Planning, Pubic Safety, Public Portal, Flight Monitoring, Separation Assurance

Advanced Battle Management System (ABMS)

  • Digital Infrastructure Consortium, comprising L3Harris and (4) other competitively selected industry partners (Raytheon, SAIC, Northrup Grumman and Leidos). Our L3Harris Team defined requirements and standards to inform the development of the Air Force’s ABMS Digital Infrastructure to realize the DoD’s Joint All-Domain Command and Control (JADC2) vision.
  • Supported the External Interfaces and Standards IPT. Effort were focused on developing and releasing API Style Guides for Streaming, REST and Ingest APIs for this multi-$B IDIQ opportunity.

L3Harris Consent Agreement

L3Harris entered into a Consent Agreement with the U.S. Department of State to settle alleged violations of the International Traffic in Arms Regulations (“ITAR”). Violations, were mostly related to unauthorized exports and violations of terms and conditions of ITAR agreements and licenses.


Supported L3Harris Internal review of trade compliance resources including Jurisdiction/Classification review of all manufactured parts and verification of all parts being exported. Reporting to CEO, BOD and DDTC regarding compliance with Consent Agreement. L3Harris was assessed a $13M civil penalty, with $6.5M suspended for certain compliance costs.
