Summary

I have 40 years of commercial nuclear plant experience in the fields of engineering, operations, training, emergency preparedness, regulatory compliance, and licensing. I have worked in a variety of organizations from those at an individual site to a corporate organization with a fleet of nuclear units. Although primarily stationed at one site, I have had the opportunity to work under different company owners with varying management styles and cultures. This has allowed me to be very flexible in my work and communication style.

I have supervised both salaried and bargaining unit employees and have worked as a peer leader across departments at a single site as well as across a fleet of nuclear sites.

I'm energized by helping nuclear sites succeed in all aspects of nuclear operation - especially in the regulatory aspects.

Work History

Fleet Licensing Projects Manager

Managed projects for Subsequent License Renewal for three nuclear sites: Turkey Point, St. Lucie, and Point Beach.


Managed projects for conversion of Technical Specifications to Improved Standard Technical Specifications for two nuclear sites: Turkey Point and St. Lucie.


Managed project for standardization of Emergency Plans for four nuclear sites: Turkey Point, St. Lucie, Point Beach, and Seabrook. This involved standardization of the Emergency Response Organizations, On-Shift Staffing, and incorporation of a remote response facility for corporate technical response.



Fleet Licensing Manager

Provided oversight and direction to individual Licensing Managers at four nuclear sites: Turkey Point, St. Lucie, Point Beach, and Seabrook.


Managed the corporate Licensing group which was responsible for all non-project related license amendments for the four fleet sites.


Provided oversight and approval of all major compliance activities at the sites, such as 10CFR50.72 and 10CFR50.73 reportability and potentially significant regulatory response.


Developed tool to coordinate NRC inspections across the four fleet sites in order to ensure site and corporate resources were available for support.

Licensing Manager - Duane Arnold Energy Center

Primary responsibilities was for all licensing/compliance activities at Duane Arnold. This included:

  • Day-to-day interaction with NRC Resident Inspectors
  • Management of NRC Inspections
  • Development of site-specific license amendments
  • Day-to-day approval authority for Operations decisions on reportability and operability of safety-related equipment.
  • Engagement and coordination with site managers in regulatory prevention. This included advocating the regulatory viewpoint on major equipment issues, site organizational and human performance, corrective action program, and project management and decision-making.
  • Served as Licensing Peer-Team Lead for the NextEra fleet of nuclear sites.
  • While in this role, responsibilities increased to include management of the site Procedures Department, site Records Department, and site Emergency Preparedness Department.


In 2018, Duane Arnold announced the decision to permanently shut down. From this point until 2021, I also served as the Manager in charge of all regulatory decommissioning tasks. This included:

  • Developing a regulatory decommissioning plan.
  • Development of all regulatory submittals including license amendments, exemption requests, and NRC notification letters.
  • Development of site organizational model for each phase of decommissioning to ensure minimal staffing while still fulfilling required technical and regulatory requirements throughout the process.
  • I was a key contributor to what became the NextEra Decommissioning Playbook, which is the model for any NextEra decommissioning projects.


Highlights of this role:

  • Successfully guided the site through two augmented inspections - one 95002 inspection and one 95001 inspection.
  • Successfully championed site effort to reduce a potential Yellow Finding to White.
  • Developed and implemented a site regulatory prevention plan that was eventually embrace by site leaders to avoid findings by setting up regular communications with Resident Inspectors, advocating a regulatory viewpoint for plant equipment health, site human performance, and corrective action program.
  • As a result of the prevention plan, Duane Arnold was routinely assessed as "far off the regulatory radar" of NRC Regional Management.

Emergency Preparedness Manager - Duane Arnold

Responsibilities included managing all aspects of the Duane Arnold Emergency Plan. This included:

  • Coordination, scheduling, development, and execution of E Plan drills and exercises.
  • Training and maintenance of Duane Arnold Emergency Response Organization.
  • Managing regulatory aspects of emergency preparedness such as NRC inspections, NRC Performance Indicators for EP, and the 10CFR50.54(q) program.
  • Managing programs for Severe Accident Management and Emergency Management Guidelines (which later incorporated Fukushima-related requirements).


Highlights in this role included:

  • Serving on the NEI Hostile Action Task Force to develop industry guidance for Hostile Action exercises.
  • Developing and conducting the second Hostile Action demonstration exercise at Duane Arnold that was observed by NRC, FEMA, NEI, industry, and international members.
  • Serving on the NEI Emergency Action Level Task Force to develop and revise NEI 99-01 guidance on EALs.
  • Implemented post-Fukushima orders for Duane Arnold.

Assistant Operations Manager

Responsibilities include all aspects of Duane Arnold nuclear operations as an assistant to the Operations Director. This included:

  • Direction and support for Operations Shift Managers and crews for daily plant operation.
  • Oversight of Licensed Operation Training.
  • Development and implementation of Operations personnel shift scheduling.
  • Interface with NRC inspectors.
  • Working with bargaining unit personnel and union management regarding contract compliance.


Highlights in this role include:

  • Working with Operations Shift Managers to transition into true managers/leaders of their respective crews - including ownership in training and participation in performance assessment of individual crew members.
  • From 1998 to 2002, I served as the Operation Training Supervisor in charge of all accredited Operator Training programs. During this period, I led the department through a successful INPO Re-accreditation of the Operator programs.
  • In 2003, I served as the Action Operations Director when the Operations Director resigned.

Senior Licensed Operator - Duane Arnold

Highlights include:

  • Helped with development of first flow-charted symptom-based Emergency Operating Procedures.
  • I was selected as the SRO to demonstrate the new Severe Accident Management Guidelines to industry and international groups.
  • Became the primary author of the site's Technical Specification interpretations for the site's original Custom TS.
