The Baxley Strategy Group (TBSG)

  • TBSG was an Alabama corporation built to design and build high speed information transfer systems and data storage systems for business and government communities. The genesis of TBSG was the growing awareness that the only source of this information transfer and storage was copper based telecommunications providers. TBSG consulted with various groups of professionals such as lawyers, doctors, hospitals, pharmacies and all levels of government on viable options in the arena of technology/broadband and data storage. Through these consultations and other efforts, TBSG began to get actively involved in the election cycle both at the state and Federal level to help “technology friendly” candidates raise the funds and provided accurate information needed to get them elected and to be effective in developing technology legislation once they are elected. Additionally, TBSG worked with broadband projects all over the country to help them find funding for their projects. TBSG did design and help write a software system that tracked financial transaction and loan limitation limits for what is commonly referred to as the pay day loan industry.

  • After a seminar at the local Veterans Administration Hospital about advantages for disabled veterans I decided to put together a Limited Liability Corporation (LLC) to focus on uniting logistics management with technology specifically designed and built for that purpose. This includes watching the retail market and observing their supply chain and distribution direction. Over time I have been working in assisting members of the retail community understand how supply chain distribution can raise sales and minimize the amount of stock in their individual locations and how it effects their bottom line.
  • I discovered a company that works in the civilian community working in the same general area: Inventory Management Specialist (PM2) I have worked with them on several very large jobs, gaining knowledge and sharing logistics/technical knowledge with them.

  • FAMLAA was a state-wide non-profit association formed in 2004 by lawyers from across the State who devote a substantial amount of their practices to family law and are leaders in the family law community in Alabama and other Southeastern states as well. The primary purpose of the organization is to promote the highest standards of excellence in family law practice by monitoring family law legislation and promoting passage of improved family law legislation. FAMLAA also provides continuing legal education opportunities for its members and maintains a list serve for communication among members on family law issues.

  • Designed customer application, by completing competitive analysis and technical analysis/assessment to determine how to integrate multiple specific products/services to ensure solution meets specific customer technical infrastructure, due dates, etc. Product/service offerings include voice, local, data, IP, managed services, & international. Completed proposals by determining pricing within allowances of customer contract, engaging customized contract exceptions as needed to close the sales and meet revenue goals. Profit and loss were considered as they determine pricing for both the customer and AT&T. Researched and assisted in the statewide design and the logistics plan of build a statewide fiber based network which became the Tennessee Information Infrastructure (TNII) and the Tennessee Education Network (TENet).

  • Formed the Internet Service Providers and Users Association and lobbied the Alabama legislature to prevent taxation of internet access. The bill was successfully defeated. Additionally, worked with legislators to prevent passage of the Governor’s “Technology in Education Bond Issue” which was also defeated.

  • Cyber-marketing consultant to a political memorabilia company. Designed, built and updated (weekly) the website for internet marketing. Built forms (Credit Card and Check) to be taken over the internet and feed directly to bank of the company. Additionally, worked with other organizations as a consultant to develop a viable internet presence.

  • Developed a P/C based system that could process supply requests from 32 locations around the state; feed those requests into a purchasing/warehouse system to provide status. The system then writes a picking ticket and then deducts the issued dollar figure from their unit budgets, as well as deducting the issued quantity from the actual on hand quantity. The system then provided a projected order to be input into the SNAPS supply system.

  • After installation in Alabama of SNAPS purchasing system, accepted contract to convert existing contracts from the states old purchasing system to the SNAPS system. Over the next 14 months converted over 300 contracts into the new system. This conversion resulted in lower cost of goods in all areas.

  • This company designs, develops and markets an integrated procurement system for states and municipalities. Project Manager for the initial design, implementation and beta testing of the new Automated Purchasing System for the State of Alabama. The system began at the requisition phase and provided the original requester status all the way to the award phase. Project Manager for similar projects in New Jersey, Tennessee, Alabama and in Cook County, Illinois. In charge of functional analysis and testing and after acceptance designed wrote and conducted training to all levels. Resigned to take position with the State of Alabama.

Supply Chief/ Supply Officer

  • Most applicable assignment is that of Supply Chief and Procurement Specialist. Was Battalion Supply Chief for various sizes of battalions from artillery to the largest combat battalion in the Corps, the amphibious vehicle (AMTRAC). In-charge of the acquisition, warehousing and issuing of over 500 million dollars of equipment and 2,200,000 spare parts. In 1980 was selected to develop the Marine Corps first Small Unit (PC-based) supply program. Received training as a COBOL Programmer and the later as a functional analyst. This project was housed at the Marine Supply Depot at Albany Georgia.
  • To effective accomplish the software build we had to develop a priority ordering and shipping system based on routine replenishment; soon to be deployed priority - Mission Critical; and deployed – Mission Critical. We then had to determine standard shipping time and adjust that time based on one of the based on the categories above. Then develop what was the amount to keep on hand Requisition Objective (RO). Furthermore we had to using all the above information to compute the Re-Order Point (ROP). Finally we had to completely inventory every command every command in the Corp and the either redistribute or Recall to Depot all items identified as “excess”. This effort saved the Marine Corp $70,000,000.
  • Other duties included the hiring, training and all Human Resources function for over 100 Civil Service employees. In addition to the Civil Service employees there were over 1,000 Marines to provide Human Resources support.
  • Once the Warehouse Management System (WMS) was implemented at the Depot level a smaller version was deployed (with training personnel) to all Marine units worldwide whether ashore or afloat.
  • The program used satellite as well as radio burst technology to transmit data from the deployed unit to its base for record keeping and then used the ARPANET to send the data/order to the depot to be filled; appropriately packaged and shipped either by common carrier or if available Marine Logistics Flight (MARLOG).
  • Reported to Headquarters Marine Corp (HQMC) at least weekly or as needed to update The Commandant of the Marine Corp (CMC) on project cost; unit savings and Mission Readiness.

  • Project Manager for inventory automation of purchasing and controlling of all medical supplies with the exception of pharmaceutical. This project was primarily a logistics based effort involving the development and assigning of a common stock number methodology and a “smart” location system that allowed for the grouping of materials that were commonly used together and operating levels as well as the implementation of ordering procedures for all the various departments as well as the computer based accumulation of patient charges. This program eventually interfaced with the patient billing and accounting system, making the accumulation of patient charges and billing almost seamless. Contract was eliminated upon purchase of hospital by HMO.
