•Examines Civil improvement plans for accuracy, completeness, and conformance to water and sewer construction standards, building and plumbing codes, and local ordinances; makes recommendations and submits plans to departmental professional engineering staff for final approval.

•Coordinates with COH Public Works and Traffic divisions to verify that all TTC permits are applied for and will serve the construction work proposed.

•Coordinates with GIS department to update and maintain accurate information on internal CityView GIS map.

•Reviews subdivision and parcel maps to determine if easements and right-of-ways have access to utility facilities; reviews and evaluates data, studies, reports, and records generated by other City departments and outside entities.

•Computes and provides fee estimates to developers or developer representatives; insures that fees are allocated to the correct accounts; computes cost estimates for new services; prepares basic hydraulic calculations.

•Explains rules, regulations, policies, procedures, design and construction standards, and codes and ordinances to developers, engineers, contractors, and the public.

•Confers with City Departments, outside agencies, and contractors on technical matters for the purposes of information exchange, data verification, line location, and work coordination during the various stages of design and construction.

•Attends and participates in meetings with representatives from City Departments, outside agencies, and contractors.

•Prepares spreadsheets, charts, and graphs of utility usage data; prepares technical reports and correspondence; updates departmental forms, charts, and reports.

•Conducts investigations of construction sites to identify water or sewer-related problems and determine if construction work conforms with water and sewer system specifications; assists in resolving field operational problems relating to water and sewer conveyance systems.

•Analyze and interpret technical data and communicate findings to both internal City departments and outside agencies.

•Directed and supervised the activities of lab personnel assigned to the Bituminous and Aggregate labs of Nevada Department of Transportation’s District 1 Laboratory.

•Oversaw and monitored the work scheduling and completion of tests of lab personnel.

•Reviewed and approved lab reports ensuring that all test results have been confirmed and are accurate before being reported back to Project Engineers.

•Maintained technical authority in rejecting materials not in conformance with testing specifications and NDOT standards.

•Monitored the logging and tracking of lab samples from field laboratories and making sure all testing turn around schedules were achieved.

•Maintained lab accreditation through AMRL proficiency samples and lab personnel certifications.

•Coordinated equipment maintenance and equipment calibrations. •Sampled crushing operations for material approval on all NDOT projects.

•Performed complex inspections on the project including bridge construction, S.P.U.I. construction, signal bridge installation, storm drain systems, large box culverts, storm reservoirs, and retaining walls for conformity with specifications.

Inspected all temporary traffic control set up on the project for accuracy, ease of use, safety and conformance to the Manual on Uniform Traffic Control Devices.

•Reviewed plans for accuracy, completeness and conformance to specifications.

•Recorded amounts of materials and work performed for progress payments.

•Supervised the NDOT inspectors and testers onsite and made sure all work being performed was assigned and staffed.

• Inspected project asphalt milling operations.
• Inspected project asphalt paving operations.
• Inspected the raising and lowering of all water valves, sewer manholes and storm drain manholes.

•Performed various inspections on the project such as conduit installation, RCB drainage installation, concrete paving, asphalt paving, landscape installation and temporary traffic control.

•Coordinated with other construction crews, traffic control companies and outside agencies to create safe traffic detours with minimal impact to citizens, emergency services and local transit services during construction

•Supervised the day-to-day operations of NDOT Construction Field Lab on various projects.

• On-site hot plant inspector for asphalt produced on project.
• Participated in survey of grade and facilities installed on the project.
• Inspected, measured and paid for all RCP highway crossings.
• Tested aggregate, asphalt and concrete for conformity to project specifications and standards.
