Jeff Williams

Responsible for the overall supervision and management of the Operational Services Bureau. This Bureau includes Communications, Mobile Data, Supply, Records, Fingerprint, Fleet Management, Crime Stats and Research, Community Services, and Alarm Enforcement. Until recent changes to the organizational chart, this bureau also included Training, Recruiting, and Firearms, which were recently moved to another bureau.

Responsible for the overall supervision and management of the Police Department Training Academy, Recruiting Division, and Firearms Training Unit. Oversaw coordination between division supervisors for unified efforts in recruiting and training all police personnel and some non-sworn employee training, and maintained all training records.

During this 20 year period, I was a SWAT Operator and Sniper, participated in well over 1000 high risk search warrants, bi-monthly tactical training, maintained weapons proficiency, conducted risk assessments in order to formulate operational plans, planned the execution of high risk search warrants, responded to emergency calls involving active shooters or barricaded suspects, created after action reports, provided security for special events and dignitaries, collaborated with local, state, and federal law enforcement agencies.

Responsible for the overall supervision and management of the Police Department Training Academy, facilitated a very strong team of instructor staff that worked well together and provided exemplary instruction to the Department, conducted assessments of staff performance and identified areas of improvement, evaluated existing curricula against current best practices in order to recommend changes or updates when necessary, generated reports on progress made towards meeting departmental goals related to training efforts, presented training information via role playing, simulations and team exercises and classroom lecture, ensured compliance with La. POST regulations and CALEA through targeted training.

Assisted the Chief of Detectives in the overall management of the Criminal Investigations Bureau (CIB), ensured that all documents related to criminal investigations were properly filed according to policy and procedure, prepared annual budget requests for the Detective Bureau based on projected needs, collaborated with other law enforcement agencies in multi-jurisdictional investigations, performed administrative duties such as filing paperwork or responding to inquiries from other departments, served as a liaison between the Detective Bureau and other divisions within the police department.

At it's creation in 2005, assigned to BRPD full time SRT as a swat operator and sniper. Planned and briefed search warrant operations conducted for various detective divisions and callout circumstances such as barricaded suspects, created after action reports detailing operational activities, results, and recommendations, responded to emergency calls involving active shooters or barricaded suspects, conducted tactical operations in high-risk environments, investigated suspicious persons or vehicles for possible threats, coordinated with local law enforcement agencies on joint operations, assisted in the apprehension of dangerous fugitives from justice, collaborated with team members on mission planning initiatives, maintained proficiency with firearms and other weapons systems, provided security for special events and dignitaries.

Assigned to the Armed Robbery Division to investigate robberies of both individuals and businesses. Conducted investigations of suspects and interviewed witnesses to obtain statements, obtained and executed search and arrest warrants in full compliance with legal protections, testified under oath in administrative hearings and criminal court cases, including Federal Court, prepared detailed reports and affidavits for courts by obtaining information through physical surveillance and thorough investigations, managed investigations and prepared criminal cases for court, interviewed suspects, informants, and witnesses, conducted surveillance of individuals, specific properties and events. Assisted prosecutors with trial preparation by providing expert opinion on matters related to the case, collaborated with other law enforcement agencies in the investigation of criminal activities.

Assigned to Neighborhood Strike Force "700 Club" which targeted high crime areas for drug activity, gun violence, and other violent crimes. Focused investigations into known and unknown offenders dealing in narcotics, gun violence, robberies, homicides, and other violent criminal activity, patrolled assigned areas both on foot and in motor vehicles to detect and prevent criminal activity, maintaining awareness and providing valuable community security.

After completion of the 57th Basic Training Academy and FTO phase, I was assigned to Uniform Patrol at First District on evening shift. Performed general uniform patrol activities in responding to calls for service from the public, protected citizens by preventing crime, enforcing laws and apprehending suspects. Diffused active disturbances, communicated with victims, suspects and witnesses, executed law enforcement patrol functions in assigned locations.
