I have been working as a law enforcement officer since September 1999 when I enlisted in the Pennsylvania State Police and began training at the Academy in Hershey, PA. After graduation, I was assigned to the Patrol Unit at Troop M Bethlehem Station and then the Belfast Station located in Lehigh and Northampton County, PA. In 2002, I was appointed to the Bureau of Drug Law Enforcement, Troop P Tactical Narcotics Team. This specialized unit was tasked with reducing/stopping violent, drug, and firearms crimes in an assigned area and monitoring gang activities. This was accomplished thru problem specific policing tactics and techniques and analyzing real time crime data and statistics. Our objective was trying to predict when and where crimes would occur and prevent them from occurring. From 2003 to the present, with the disbandment of the Tactical Narcotics Teams, I have been assigned to the Troop P Vice and Narcotics Unit. This specialized unit is an undercover unit and is tasked with investigating drug, firearm, prostitution, and gambling related crimes as well as assisting Patrol, Criminal, and Intelligence Units where plain clothes officers would be beneficial to further investigations. From 2017 thru 2018 I was assigned an additional duty as the Troop P Intelligence Officer. In this position I collected and disseminated general and classified intelligence and information to and from Federal, State, and Local agencies. This included issuing threat assessments and formulating plans of action. Throughout my career I have actively worked in various Federal Task Forces involving the DEA, FBI, ATF and ICE both as a lead investigator and in support roles. I also worked on Presidential Security Details with the Secret Service. Additionally, I have worked with various local Police Departments in numerous types of investigations where I was charged with undercover duties, interviews and interrogations, intelligence gathering, photo surveillance, physical/undercover surveillance, raid planning, threat assessments, phone record analysis and bank record analysis. I have testified in numerous counties within Pennsylvania as an affiant and as a witness. I have also testified in federal grand jury proceedings and in Federal Court in the Middle District of Pennsylvania. I have been certified as an expert witness in Federal Court in the Middle District of Pennsylvania and PA Court of Common Pleas for drug cases involving drug identification, and drug trafficking and local and national trends.
While acting in the capacity as a lead investigator, I was tasked with coordinating with Federal, State and Local law enforcement agencies to secure manpower and resources to successfully complete the investigation. I also had to prepare daily investigatory reports and conduct verbal presentations of the information to local, state, and federal prosecutors. My other duties included securing and tracking special funding for overtime expenses, fulfilling equipment and/or special request, daily scheduling of officers and civilian support personnel, and reviewing all reports prepared by investigators. For the last year of my State Police Career, I have been designated as the Senior Watch Officer. In this role, my responsibilities include assuring that the shifts are adequately staffed with enlisted personnel and civilian support staff. Advising and assisting fellow Troopers with special or unusual calls for service and mentoring younger Troopers. Additionally, I served in the Moscow Volunteer Fire Company from 1993 thru 2011. During my tenure, I served as Fire Captain, Assistant Fire Chief, Deputy Fire Chief, and Fire Chief. I was responsible for 70 plus volunteers responding to approximately 1000 call for service per year. My duties included oversight of the daily operations including training programs and certifications, adherence to safety protocols and standards, preparing a yearly budget, maintenance of department vehicles and equipment, implementing department policies and procedures, grant writing, equipment purchasing, and state mandated fire reporting.
