  • Currently serves as a Safety Specialist supporting the Program Executive Office Assembled Chemical Weapons Alternatives (PEO ACWA) Anniston Field Office (AFO) for the execution of a Government Owned/Contractor Operated, explosives industrial demilitarization and demolition facility utilizing Static Detonation Chamber Technology (SDC), a first of a kind application in the United States. This requires implementation of Department of Defense, Department of Army, and OSHA safety requirements associated with the shipment, storage, handling, and demolition of a variety of conventional munitions. Applies comprehensive knowledge to ensure operations are conducted in a safe and efficient manner. Also, ensures that operations are safely conducted and compliant with the Resource Conservation and Recovery Act, Clean Air Act, and Toxic Substance Control Act environmental permits. Ensures HAZCOM and HAZWOPER requirements are met, lock out/tag out program is utilized and effective, job hazard analyses are conducted and maintained, appropriate use of Personnel Protective Equipment, and that training requirements are met. Reviews facility/equipment modifications, facility/equipment design, construction, fabrication, equipment installation, and test execution for the Blue Grass Chemical Agent Destruction Pilot Plant (BGCAPP) and the Pueblo Chemical Agent Destruction Pilot Plant (PCAPP) which are Government Owned/Contractor Operated industrial chemical agent destruction facilities to ensure protective measures/Personnel Protective Equipment (PPE) are in place and being utilized. Provides guidance and mitigating measures regarding potential unsafe work practices. Conducts technical reviews of Standard Operating Procedures (SOP), safety programs and safety inspections to support achieving initial and recertification for VPP Star Status. Conducts periodic inspections of continuing operations to ensure safety requirements are being met and proper PPE is being donned. Conducts incident investigation and safety inspections for the Anniston SDC and makes recommendation to Government personnel on findings.
  • Managed unique operations involving the handling, protective equipment, and destruction of munitions containing Depleted Uranium. Worked closely with the ANAD Radiation Safety Officer and ANAD Safety Office to determine the safety protocol and feasibility of destroying these munitions in the Anniston SDC. Works with ANAD Safety Office to meet obligations regarding general safety and explosives safety when necessary.
  • Conducts reviews of contracts and other materials related to the PEO ACWA program. This included reviews and evaluations for multi-million-dollar contract proposals associated with BGCAPP and PCAPP Operations. Specifically, reviewed the Safety, Chemical Surety, and Operations Support sections of the proposals. Provided guidance and recommendations to managers and supervisors for chemical protective clothing and equipment used by PEO ACWA.
  • Maintains the PEO ACWA specification for the Demilitarization Protective Ensemble (DPE) PPE suit ensuring engineering design drawings, engineering changes, and configuration management of the specification is maintained. Serves as the primary point of contact for the PEO ACWA Director of Field Operations regarding the development, NIOSH certification, and fielding of a critical component for the DPE (OSHA Level A PPE). Provided technical evaluation for the subsequent proposal, resulting in the timely award, which eliminated the risk of a lapse in providing critical PPE. This involved writing a detailed and accurate Scope of Work (SOW). Conducts Quality Assurance reviews for a Chemical Agent DPE suit manufacturing plant to ensure requirements of the PPE (suit) specifications are met. Conducted inspections of the DPE suit manufacturer facility in California to include ensuring government furnished equipment was in place and properly utilized. Assisted PEO ACWA Safety and Occupational Health manager in training, application and oversight of chemical protective clothing and ensembles, and respiratory protection for BGCAPP and PCAPP.
  • Participated in developing hazard analysis and risk assessments for various new conventional explosive reconfiguration operations and extensive testing conducted at the Redstone Arsenal explosives test range (Test Area 4). This included high explosives, missile rocket motors, and propellant. Assisted in post test analysis of explosive behavior relative to simultaneous and sympathetic detonation.
