  • Perform ongoing analysis of the data management system requirements needed to support the compliance data capture, analysis, and reporting for two $50 billion dollar Federal Government Wide Acquisition Contracts (Alliant, Alliant 2, and Alliant 3 Government Wide Acquisition Contracts (GWACs)).
  • Create, maintain, and support two complex custom data management systems designed to aggregate and normalize prime contractor compliance and performance data from a wide variety of documents and on-line systems. Provide training on the use of these systems. Provide upgrades to the systems as new data capture and reporting requirements are requested.
  • Continually analyze and document GSA Federal Acquisition Services Contracting Office’s existing procedures and workflows for Task Order compliance data capture. Document potential workflow and process improvements and develop plans and specifications for incremental improvements.
  • Create specifications for both GWAC’s contractor- and client agency-facing tools to both collect and present data in support of the GWAC contracts’ management. Help drive the process of obtaining consensus from a set of stakeholders on the need for and design of these systems and then take the lead in the programming, implementing, and distributing of the developed systems. Some of these efforts have been considered for adoption GSA agency wide as examples of “best practices.”

  • Substantially improved the contract oversight capabilities for a large-scale Federal Government Wide Acquisition Contract (GWAC) by identifying contractor compliance, performance, and reporting deficiency issues.
  • Analyzed and documented the GSA Federal Acquisition Services Contracting Office’s existing procedures and workflows for Task Order data capture and provided suggested business process enhancements.
  • Researched and analyzed the GSA’s procedures for assessing and collecting the Contract Access Fees that fund the FAS office’s operations and provided procedural alternatives to simplify the fee tracking and enhance the collection success rate.
  • Performed a comprehensive analysis of the pre- and post-novation contractor ownership change processes and created a formalized, checklist-based workflow and Standard Operating Procedures.
  • Analyzed the requirements for the systems needed to support post-award compliance data capture, analysis, and reporting.
  • Perform on-going data analysis of contractor performance, participation, and compliance on a wide variety of contractual obligations.
  • Created multiple spreadsheet-based data analytics and management reporting tools and dashboards.
  • Conducted the analysis and prepared the reports needed to support the GSA FAS’s positions in regard to meeting SBA government-mandated goals for subcontracting objectives. This effort involved the continual monitoring of small business subcontracting usage (including socio-economic set asides) and compliance of 50+ prime contractors on a $50 billion dollar GWAC.
  • Researched and analyzed the wide variety of data points required to spot trends and project the likelihood of the GWAC program meeting its IT services objectives.
  • Designed and implemented a series of custom MS Access Databases to capture and normalize data, track trends, and create reports to document the Alliant and Alliant 2 GWAC’s prime contractors’ performance, participation, and contract compliance.
  • Created spreadsheet based tools to automatically extract GWAC contract-specific data from voluminous Federal database export files.
  • Created a prices paid analysis database to compare the GWAC’s prime contractors’ labor rates and to flag high priced outliers in dozens of labor categories based on Department of Labor guidelines.
  • Created a custom database to track errors and issues in the Alliant 2 prime contractor’s subcontracting plans submitted as part of their proposals.
  • Participated in the creation and editing of the government’s NexGen Alliant and Alliant 2 GWAC IT Services Contracts.
  • Assisted in the preparation of the NexGen GWAC Contract’s contractor source selection templates, reporting forms, and related documents.
  • Obtained data for documents, training materials, and presentations via in-depth research using a wide variety of on-line and in-person governmental and industry sources.
  • Prepared detailed, data-centric reports and presentations for high-level GSA management.
  • Continually revised and distributed monthly, quarterly, and annual contract compliance and performance metrics reports on contractor participation, subcontracting, insurance, business ownership changes (novations), key personnel staffing, and other contractual obligations.
