Construction Control Representative

  • Currently serving as a Construction Control Representative and Contracting Officer's Representative for the Heartland Resident Office managing multiple projects simultaneously in various locations including working as the Lead Collateral Duty Safety Officer for the Fort Crook Office. Duties included ensuring the quality of workmanship in accordance with construction documents and safety in accordance with USACE EM 385 1-1 and OSHA regulations. In addition, my duties included:
  • Monitored construction activities for compliance with project specific Construction Quality Control policies and procedures;
  • Maintained close coordination with the client, construction contractors, and subcontractors which required extensive communication on a daily basis;
  • Lead the resolution of construction, cost, overall budget and scheduling issues;
  • Document daily activities through reports and photos;
  • Monitor activities for proper handling and decontamination issues related to hazardous and regulated wastes encountered on the project;
  • Support various project within the Heartland Resident Office with review and revision of project documents, provide technical expertise, and site visits;
  • Coordinated project schedules and resource allocations to optimize operational efficiency.

Construction Inspector

  • Last project, served as a Construction Inspector on the Eureka Mills Superfund Site. The Eureka Mills Superfund Site is an $85M Environmental Superfund Project completed by the Corps of Engineers Omaha District for the Environmental Protection Agency (Region 8). As Construction Inspector/Quality Control Manager responsible for monitoring work of nearly 100 craft labor crews. Primary duties included ensuring the quality of workmanship in accordance with construction documents and safety in accordance with USACE EM 385 1-1 and OSHA regulations. In addition, my duties included:
  • Monitored construction activities for compliance with USACE, HDR, and project specific Construction Quality Control policies and procedures;
  • Maintained close coordination with the property owners, Government officials (EPA and USACE), construction contractors, and subcontractors which required extensive communication on a daily basis;
  • Lead the resolution of construction and scheduling issues;
  • Documented the daily activities through reports and photos;
  • Maintained As-Built drawings to show any changes and to document the finished product;
  • Monitored activities for proper handling and decontamination issues related to hazardous and regulated wastes encountered on the project
  • Along with the Remediation project, assisted with the Remedial Investigation of Groundwater, Surface Water, and Ecological Impacts by collecting and packaging for shipment environmental samples. AutoCAD skills and knowledge were used on a daily basis. Maintained information on weather conditions, safety memos or discussions and all notes taken with regard to health and safety matters on-site throughout the course of the project in field logs and property files. Corrective actions were discussed with the project team and measures were taken to prevent safety issues in the future.

  • Primary duties as a CAD Technician included graphic representations, drawings, layouts, sketches, and maps of designs by hand or using AutoCAD and MicroStation. Knowledge of procedures for production of design developments and construction documents, and knowledge of engineering planning, drafting, and detailing. Worked closely with other disciplines to maintain continuity. Plotted and assembled sets of drawings for various submittals, worked with limited supervision with occasional advice from other technicians, my superiors, or the clients directly.

Accomplishments

Proud member of the Puerto Rico Power team that was recognized as the 2024 Project Delivery Team of the Year for Excellence across all USACE. These accomplishments were achieved through collaboration across 11 different offices, multiple agencies, and public and private contractors which was a testament to the team’s effective communication throughout the project.

This was a truly unique and compelling project. Some key accomplishments are listed below for reflection:

  • 350 Megawatts of power generation from 16 mobile gas turbines at 2 sites.
  • >10% of power generation capacity on the island.
  • 60 days to award first contract ($470M); 90 days to first power on the grid.
  • 240 Million gallons of fuel utilized.
  • $1.5B in funds obligated under the FEMA Public Assistance Program.
  • 39 miles of cables and wires installed.
  • $5B of contract capacity for future power generation requirements. MATOC awarded in 9 months.

Publications

Wrote and submitted abstract for presentation on work at mining site on and prepared and presented “US EPA Libby Asbestos Superfund Site” at conference to audience of 300+ persons at Design Construction Hazardous Waste Sites, DCHWS, West Program, Denver CO on October 27, 2016.
