Responsible for overseeing the day-to-day operations, administration, and governance of the Association in accordance with California law, the HOA’s governing documents, and the direction of the Board of Directors. Ensures the community is maintained to the highest standards, manages staff and vendors, oversees financial performance, and supports the Board in policy implementation and strategic planning. Serve as the primary liaison between the Board of Directors, homeowners, vendors, and staff. Ensure compliance with the Davis-Stirling Act, Civil Code, and all applicable state and federal laws. Support the Board with agenda preparation, board packets, and meeting facilitation. Implement policies and decisions of the Board efficiently and effectively. Assist with budget preparation, financial forecasting, and long-term reserve planning. Review and approve invoices, monitor expenses, and ensure proper financial controls. Work with the Association’s accountant/management company to ensure accurate and timely financial reporting. Oversee common area maintenance, capital projects, and vendor contracts. Ensure compliance with safety, environmental, and regulatory requirements. Monitor community inspections, property improvements, and rule enforcement. Respond promptly and professionally to homeowner inquiries, concerns, and complaints. Facilitate effective communication between the Board and homeowners. Promote community engagement and a positive living environment. Recruit, train, and supervise HOA staff (where applicable). Negotiate, monitor, and evaluate vendor and contractor performance. Human resources functions of all departments: responsible for recruiting, screening, interviewing and placing workers. Handle employee relations, payroll, salary negotiations, benefits, and training. Plan, direct and coordinate the administrative functions of the organization. Explaining human resources policies, procedures, laws, and standards to new and existing employees. Carry out the philosophies and wishes of the owner in the daily overall operations of the apartment community. Collection of rent and other income; leasing apartments; marketing; enforcement of rules and regulations for community violations and non-payment of rent; manage and approve property expenditures. Supervise and train office staff and maintenance crew. Establish and maintain procedure and process and explain complex rules and regulations to the public.
