Led one of the largest departments in the City with 1625 positions, $592 million annual budget, and a $1billion 5-year capital program, serving 1.2 million water and sewer customers , operating 2 1/2 water treatment plants and 4 water reclamation centers (wastewater treatment plants), 4,000 miles of water and sewer pipes, a combined sewer system, 3 major deep sewer tunnels, 16 pumps stations, and a stormwater system.

  • obtained a 13-year extension to the 1999 consent decree that allowed a balanced distribution of funds across all operational needs
  • achieved an unprecedented multiple bond rating upgrades that allowed a $20+ million savings to rate payers, a presentation to Wall Street; all 3 bond rating companies
  • developed the first water utility cloud for data management and analytics with proven results in spill reduction and ore effective customer service
  • improved the department's reputation wit the state and federal regulators from a very negative outlook to a very positive one within my 5-year tenure
  • implemented several innovative and progressive approaches to spill reduction, pollution prevention, stormwater management, sewer system capacity relief, and flood control using various technologies and green infrastructure
  • initiated innovative and efficient approaches to customer service, data analytics, sustainable solutions, financial management, workforce development, and regulatory compliance
