• Serves as NETC’s primary representative for Out-Year Planning and PPBE coordination across OPNAV Resource Sponsors (manpower, personnel, and training).
• Leads analysis of training business models, simulation efforts, and instructional systems issues prioritized by Navy senior leadership.
• Adjudicates Program Objective Memorandum (POM) issues across multiple Learning and Training Centers, ensuring alignment of funding, schedules, and performance milestones.
• Represents NETC in the modernization of training through the Ready Relevant Learning (RRL) framework.
• Advises senior leadership on corrective actions resulting from RRL implementation, including reallocation of resources and POM submissions.
• Coordinates with Learning Centers to justify, defend, and secure resources supporting new and evolving training requirements.
• Ensures facility, infrastructure, and training equipment readiness prior to training delivery dates.

• Directed CIWT business operations supporting over 410 courses and 24,000+ students annually across 25 training sites worldwide.
• Managed development and execution of POM submissions, Feasibility Studies, Navy Training System Plans (NTSPs), and Training Project Plans.
• Oversaw annual budget of $168M, ensuring full alignment with Fleet and National training requirements through FY24.
• Supervised 9 government employees and 11 contractors, performing performance appraisals, workforce planning, and timekeeping approvals.
• Developed executive-level briefings for Commanding Officers and Flag leadership across all military branches.
• Led Command Readiness Briefing teams and directly presented findings to NETC leadership.
• Conducted detailed analysis of AI (Awaiting Instruction) time and student throughput metrics.
• Primary liaison with CNO, USFFC, TYCOMs, SYSCOMs, and NETC for curriculum and requirements validation.

Managed approximately 1,300 military, civilian, and contractor billets supporting Intelligence, Cryptologic, and Information Warfare training.

• Applied expert knowledge of FMD, SQMD, and SMRD processes to align manpower resources to mission requirements.
• Served as Subject Matter Expert for Billet Change Requests (BCR), TFMMS Web, ARIS, and related manpower systems.
• Led Training Project Plan (TPP) revisions, reducing processing timelines by up to six months.
• Supported development of the Information Warfare Officer Basic Course through Job Duty Task Analysis and Front-End Analysis.
• Developed and defended manpower and funding issues in POM-17 through POM-19.

• Awarded Senior Civilian of the Year.
• Managed manpower, personnel, and budget operations for five subordinate commands.
• Oversaw $14M+ in Navy and Military Intelligence Program (MIP) funds.
• Key advisor during merger of the Center for Naval Intelligence and Center for Information Dominance.
