Currently serving as the Forests Timber Contracting Officer, supervising one Forest Products Resource Specialist, one Forest Service Representative and two Timber Sale Administrators.
As a Forest Contracting Officer (CO) I am responsible for executing contracts for commercial sales and Integrated Resources Timber Contracts and provides direct review and input in the development of Integrated Resources Service Contracts. As CO, executes contracts, grants extensions, adjustments of contract term, modification to contracts, and grants waivers to contract requirements. Decides claims both by and for the purchaser and the Forest Service. In cases of default, decides default damage claim.
Provide leadership and review of all types of contract modifications including environmental modifications and for contract defaults. In complex or controversial cases, negotiates with the purchaser the rates for rate redeterminations and answers questions and complaints dealing with the rates established.
Plan, evaluate, and provide professional leadership to the overall Forest Timber Sale Administration Program and assures work meets Forest and Regional standards, while following Handbook and Manual guidance. I am relied on as the Forest’s expert and authoritative source of information concerning contract content, accepted interpretation, and proposed course of action.
When a controversial, unusual and or complex cases where resolutions of difference between Forest Service personnel and the timber purchaser cannot be made at the District level, act as the Forest trouble-shooter to personally attempt resolution.
When the time comes, I participate as an expert in sale administration and negotiations with the purchaser and/or industrial association or lawyers representing purchaser to reach an equitable agreement. Acting as the timber expert in formal appeals by purchaser on timber sale contracts. Advise Forest Supervisor, Staff Officer and District Rangers and appellants in appeals. Make search of available records, collects evidence, and completes investigative reports as required by Forest Service regulations.

Forest Service Representative

Worked and performed as the Olympics’ Forest Service Representative (FSR) with duties as designated by the Contracting Officer.
Served as the Olympics’ Regionally delegated Back-Up Contracting Officer when the current C.O. is on extended leave. Delegated as the Forest Sale Officer and responsible for bid procedures on offered timber sales.
My duties were to advise, assist, counsel, and train two Certified Timber Sale Administrators by the Forest Service Handbook, Manual and Regional supplements.
After my detail ended on the MBS, my delegation did not expire. I currently am delegated as the FSR on their active contracts. This was due to the last C.O.’s sudden job change, and it was done to ensure coverage for the MBS. I continue to support and work with them to cover their needs, until the MBS can staff their open positions.
Currently, acting on behalf of my Regional Authority, as an Back-Up C.O., on awarding and executing the Haller Stew, Foss TFPA, and Highway 18 Right-of-Way sale for the MBS.
Training the Sale Administrators is one of my passions. When the S.A.’s are in Training, they must first pass an 8-hour written exam. Next, the candidate must pass a field examination by a panel of a minimum of four, a Specialist, Timber Staff, Line Officer, and the Certifying Official. Usually, the process takes three to four years to complete. On a monthly basis, I require the S.A.’s to participate in a four-hour continuing learning session. Subjects cover after action reviews of incidents that recently occurred to an S.A., to interpreting contract provisions and clauses.
Creating and maintaining relationships with internal and external customers is an essential part of my position. Internally, I communicate with many Specialists on the Forest, concerning a variety of topics on the active timer sales. Advising Line Officers of operations and requests. Externally, I am communication with mills, logging companies, sub-contractors, and scaling bureaus. Building trust by being consistent, firm, following through, and clear and concise communication.
Knowledgeable of the Forests active timber sales and related presale data to assist TSA’s with their decision making.
Schedule and plan field inspections with the TSA’s to assess their overall control of Purchaser's operations. Assist the TSA with determining adequacy of utilization, slash disposal, and erosion control on each sale. Provide guidance and direction on the interpretation of contract provisions and conditions of the sale area.
Participate on programmatic design criteria and contract preparation teams for a variety of timber sale situations.
Following contractual direction concerning log accountability and volume determination issues with scale receipts and product removal permits.

Detailed as the Timber Sale Contracting Officer/ Forest Service Representative on the Mount Baker-Snoqualmie.
During my detail I had a variety of new experiences, and the opportunity to learn and build on my knowledge, skills and abilities while performing on the job.
Creating new relationships and renewing past relationships with Forest and District employees made me feel like I had had been working on the Forest for years. Worked closely with Specialists to learn and comprehend NEPA documents that effect current active timber sales on the Forest.
Had the opportunity to work closely with District Rangers and Specialists to combine our knowledge to solve on-the-ground issues and requests from Purchasers operations.
Mentored and trained two Timber Sale Administrators-In-Training by Forest Service Handbook, Manual and Regional guidance. Successfully scheduled the North Zone TSAT for their written examination in April 2023. Currently working on dates in June for a Regional Forester Representative inspection on the South Zone TSAT.
Received several complaints from two different Purchasers, about the NZ employee by hampering harvesting operations. I immediately contacted them by phone and scheduled in-person meetings at their sales.
Discussed with employee the issues I was contacted about, and the individual admitted he was having problems on his sales. After listening to his side of the story, we agreed to some remedies to help his performance. One remedy was for me to provide more on-the-job training to build his confidence with harvesting operations. Another was coaching him how to approach Field Representatives in a variety of ways to reach a means to an end.
Mediated the meetings between Purchasers, their Representatives, and TSAT. Each time we were able to reach an agreement and move forward.
Provided oversight on the Haller Stewardship Technical Proposal evaluation board. Took the panels recommendations and was able to start the award process.
Tentatively awarded the Foss TFPA. Working with internal and external customers to finalize delegation of authorities and other contractual obligations.

As a Certified Sale Administrator, I review the contract, pre-sale information, the Environmental Impact Statement, Environmental Assessment, logging plan and the sale appraisal. Examines the constancy between the documents to ensure all items are included within the contract.
As a Sale Administrator my primary responsibility is to administer complicated timber sales with complex requirements and conditions. Such as
Prepare and determine that all prerequisites of the contract are taken care of before operations commence. Such as, advance deposits are paid in full, delegations of authority are in place, specified road construction/reconstruction are staked by Forest engineers, operation schedules are up to date, any scaling arrangements are in place, and environmental protection measures are clearly explained to the purchaser.
Advise Purchaser and or Purchaser's Representative of adequacy or inadequacy of operations and achieve compliance with contract terms.
Coordinate sale administration duties with other unit timber and related activities.
Prepare written reports of all sale inspections and make follow-up on deficiencies.
Interpret and explain complex and standard timber sale contract provisions and the rationale behind technical methods to be employed to the timber operator.
Develop a schedule and other plans for inspecting timber sale areas for compliance with contract clauses governing resources or accuracy of marking and scaling.
Conduct field inspections to determine if utilization, slash and disposal, and erosion control are adequate and meet contract specifications. If not take actions to correct deficiencies and assist the Forest Service Representative and Contracting Officer to assess penalties if and when needed.
Ensure that all protected stream courses and other land features are protected during operations either by contract or by agreement with Purchaser.
If there is any question that arises, I always contact FSR, CO and District and/or Forest Specialists to guide and help resolve these issues.
Train and supervise one or two inspectors or trainees who perform limited delegations of sale administration.
Perform safety tailgate meetings with visitors to the sale, and ensure they are equipped with proper Personal Protective Gear. Create and/or revise Job Hazard Analysis form for each timber sale and review it with Forest Service Representative, Contracting Officer, Purchaser's Representatives and Field Representatives.
Work with professors from Northern Arizona University, Forestry Department, and coordinate tours of current timber sale operations. Forest Service and Purchaser Representatives discuss daily operation’s needs, production and production challenges, relationships, and the need to work together to complete a timber sale.
