  • Evaluated filings by Electric Suppliers of Energy for market power concerns wanting to sell electricity at market-based rates.

  • Led the Economics team that evaluated the proposal for the (Southeast Energy Market) allowing Southeast electrical generators to sell into an energy imbalance market facilitating more efficient matching of bid-ask offers, thereby, increasing efficiency and increased sales.


  • The Economics Team determined that the SEEM was not a new market, but an extension of the existing imbalance market.
  • Was the lead Economist on an Arizona Public Service Company filing that led to the determination that Phoenix Valley was an electric Submarket in 2007, thereby, saving consumers million$ of $ over the last two deacades. John's analysis used a sophisticated econometric technique to determine large differences in prices between PV and the rest of Arizona, which suggested a submarket existed.

Worked in the Economic Assessment Office within the Advanced Technology Program. We did complete and varied economic assessments of ATP projects. Eventually, we created an entirely new methodology for evaluating the economic benefits of funding high-techology (Early Stage)products.
