I ensured automatic number identification (ANI) and automatic location identification (ALI) was accurate and the switch telecommunication management system (TMS) database was maintained and translated over to E-911 systems. I ensured maintenance contracts were in place for the systems and all planned modernizations were properly executed. I ensured the cybersecurity of the telecommunication switching environment through execution of vulnerability management and application of security controls.

  • From October to November of 2019, MCLB Albany underwent a Command Cyber Readiness Inspection (CCRI), inspected by Joint Force Headquarters DoD Information Network (JFHQ-DODIN). The team inspected both the MCEN-N and MCEN-S to include connected systems such as facility related controls and LOGCOM hosted systems. Physical Security of the vaults as well as protected distribution systems were included. This deep dive inspection covered a broad spectrum of areas to include internal network, domain name system, windows operating systems, vulnerability scans, database security, public key infrastructure, scanning and remediation, insider threat, endpoint security, and culture.
  • I oversaw all lines of effort to plan and apply security controls to the entire network; we conducted continual security reviews and applied all necessary controls to protect our enclaves and systems. With the limited notice of these inspections, the risk scores are reflective of the constant state of security. Our result of the CCRI was that both the MCLB Albany MCEN-N and MCEN-S were at an acceptable risk level to the DoD Information Network.
  • Oversaw the MCLB Albany Communications Security (COMSEC) Local Element Custodians for MCLB Albany. Ensured proper storage, transfer and destruction of all classified COMSEC keying material and controlled cryptographic inventory. Oversaw the proper crypto roll of keying material per published supersessions. Oversaw custodian’s quarterly COMSEC briefs to the Commanding Officer. Ensured annual exercise of MCIEAST’s Emergency Action Plan/Emergency Protection Plan.
  • Oversaw the classified material control for MCLB Albany. Ensured proper marking, storage, accountability, transportation, destruction of all classified material for MCLB Albany. Ensured annual reviews and cleanouts were performed as well as exercising of the Emergency Action Plan.   • Oversaw CISD’s mission assurance activities. Oversaw vulnerability assessments and physical security assessments on all level 2 restricted area communication nodes. Identified plans and activities to mitigate vulnerabilities and ensured all plans were registered with critical asset databases and aligned to readiness reporting within the Defense Readiness Reporting System (DRRS) for the Installation. Led CISD’s support to multiple Mission Assurance Assessment Team (MAAT) inspections and provided annual updates to mission assurance benchmarks. Aggressively advocated for the mitigation of communications related single points of failure and critical vulnerabilities.
  • I oversaw the management of contingency planning and disaster recovery for the IT and telecommunications systems aboard MCLB Albany. We developed and maintained detailed plans for each enclave and service with detailed restoration priorities. We developed a Major Incident process guide as well as codified emergency change advisory boards (CAB) within the CAB Charter. We maintained and exercised both emergency action plans and emergency protection plans for classified material and keying material.
  • On various occasions, portion of contingency plans were executed in response to natural disasters, cyber security incidents or system failures. Of most significance, we executed a complete COOP and disaster recovery following a tornado in January of 2017. Large portions of the fiber plant were destroyed, isolating an enterprise data center as well as various portions of the installation. I drove detailed assessments and development of restoration priorities and assisted the mission owners with continuity of operations as restoration was ongoing. I oversaw the movement of the data center to a non-affected building to restore some areas of the installation. I coordinated the delivery of Marine tactical broadband systems to link portions of the installation together while the cable infrastructure was being restored. We were able to restore most of the infrastructure within 90 days and continued with reconstitution over the next couple years as buildings were repaired. The entire effort validated our planning and demonstrated we could recover from a major natural disaster.
  • I was a chartered member of the OUSD 5G Smart Warehouse test bed with LOGCOM, NIWC and OUSD. Supported major innovation effort by assisting with development of statements of work, participation in technical evaluation board, and was a member of various working groups such as the infrastructure and cyber security working. I attended and supported NIWC with the initial capability demonstration. As the infrastructure lead, I developed infrastructure requirements and design for the 5G warehouse and supported the proposed expansion to include DLA and the Maintenance Center. I oversaw the updating of the Installations’ Radio Hazard Analysis in coordination with Dept. of Navy to attain transceiver approvals and restrictions.
  • I led an effort to improve the MCLB Albany installation service node (ISN) and mitigate vulnerabilities. Initially, I advocated for a NAVFAC engineering study to determine suitability of existing facilities to be renovated to meet current data center standards which resulted in the determination to build a new communication center. Following the study, I developed the complete requirements for a new communication center and worked with government facilities to draft MILCON P982 (Communications Center) DD-1391. I advocated and justified the facility at every opportunity to obtain approval of the project. These efforts resulted in preliminary design authority in 2022. Further, I engaged MCSC concerning power deficiencies for the new communication system and I was able to obtain approval for the new communication systems. The new power system will ensure the existing ISN will support the mission until the new communications facility is developed.
  • I planned, coordinated and oversaw the delivery of wireless local area networking (WLAN) to MCLB Albany. From 2018 to 2022, I oversaw various WLAN projects that has resulted in delivery of over 1000 wireless access points to over 100 buildings across the installation, a total investment of $13.2M. In doing so, we upgraded a significant portion of the MCEN local area network and cable plant infrastructure. I advocated for PMC funded projects and was also able to receive over $1.3M of residual equipment from MCSC when the program went unfunded. At current time, we are on the last leg of the project with only 30 buildings/locations to complete. The WLAN capability has enabled LOGCOM’s ability to automate processes, incorporate mobility, and deploy new technologies.
  • In support of Public Works, we were able to be the second Marine Corps Installation to attain Authority to Operate (ATO) for our Facility Related Control Systems (FRCS) and the first Marine Corps Installation to connect the FRCS enclave to the MCEN-N. Without guidance or direction from the enterprise, we designed an enclave with segmented security controls in a manner that FRCS was protected and could interact with business systems on the MCEN-N. I have been a participating member of the FRCS community of interest (COI) since 2017 and attended various working group sessions to support programmatic progress. I have had heavy engagement in the FRCS network transport and cyber security discussions and provided recommendations to the COI on how to move forward.
  • I planned and oversaw the reorganization of IT and Telecommunications aboard MCLB Albany based on a Marine Requirements Oversight Council (MROC) decision in 2020. I attended working groups that created a new organization, 2nd Network Battalion and split CISD’s workforce and equipment between CISD and the newly formed Battalion. In doing so we developed detailed Responsible, Accountable, Supporting, Consulted and Informed charts outlining hundreds of IT and Telecommunications tasks and how they would be executed under the new construct. We developed detailed troop to tasks to ensure alignment of personnel to missions across both organizations which led to a Table of Organization and Equipment change supporting the new structures. As a part of the logistics working group, we sorted through all table of equipment considerations and ensured the proper transfer of equipment to the new unit and responsible officer at activation. Administratively, I wrote various GG 2210 series cyber excepted service position descriptions to support the new billets at the Battalion. Finally, I provided assistance and procedural oversight to the network battalion detachment at Albany until such time they could hire a Detachment OIC. The transition went smoothly with negligible impact to the missions and customers aboard the Installation.
  • I have oversaw various network modernization efforts executed on the MCEN-N and MCEN-S aboard MCLB Albany. Of significance, we collapsed all legacy networks and domains as a part of the domain consolidation and elimination program. I oversaw various technical refreshes and operating system migrations to include the Windows 10 migration; we were able to refresh over half the environment and migrate compatible workstations within a collapsed timeline resulting in increased cyber security posture. I oversaw the migration of the Installation to Office 365; I coordinated with the migration teams and ensured a seamless migration of users to the new Office service. I oversaw various system connections to the MCEN-N. Working with Blount Island and LOGCOM, I oversaw the installation of the Marine Corps Prepositioning Information Center and fully integrated the system into our MCEN-N Wireless LAN. This resulted in LOGCOM being able to place passive RFID sensors across the installation to track equipment through business processes.
  • In 2021, I oversaw the complete upgrade of our base telephone system and the E-911 system supporting the installation’s Public Service Answering Point (PSAP). Working with various vendors, MCSC and the PSAP, we seamlessly migrated our telephone switch from Avaya Communications Manager 6 to Communications Manager 8. We upgraded our telephone management system concurrently, providing a newly configured automated interface for the PSAP to display correct telephone location information. I oversaw the transition of the PSAP from an antiquated SPOK E-911 to a Motorola Vesta E-911 solution without any issues. The new solution is compatible with the State of Georgia’s upcoming ESInet; I have started discussions with the state to transition to Next Generation 911.

Assistant Operations Officer

  • As the Assistant Operations Officer for MWCS-18, I was instrumental in reinstituting the Marine Corps Planning Process and improving the methods that the Squadron planned and prepared to execute an aggressive 1st MAW training and exercise employment plan (TEEP). I improved staff coordination internally and with higher and adjacent planning cells and standardized planning tools to gain efficiency.
  • I was responsible for developing, planning and managing a scalable rapid response communication capability to support the Aviation Combat Element (ACE) of the 3d Marine Expeditionary Brigade (MEB) in support of crisis response operations. I led planning sessions to determine suitable solutions to potential missions based on concepts of operations. This culminated in the rapid planning and deployment of a telecommunication and IT support package to the foreign humanitarian assistance Operation Damayan in the Republic of Philippines which provided voice, video and classified/unclassified data to the ACE within 72 hours of the natural disaster. I standardized Warning Orders and Execution Orders to expedite staff actions. All mobility requirements and sequencing of communications into a theater of operations were officially cataloged and budget estimates and support requests were validated and ready to execute in case of future contingency operations.
  • I developed and managed the TEEP for MWCS-18 resulting in the alignment of telecommunication and IT projects and plans with the development of workforce skills and maintenance support. I represented the organization at the Coalition, Joint, Marine Forces, Marine Expeditionary Force and Major Subordinate Command level operational planning sessions; I was responsible for providing telecommunication and information technology solutions to support 1st MAW aviation operations, ensuring full integration of Marine aviation command and control into the theater plans. I committed resources, coordinated staff actions with Joint and Coalition partners and coordinated support requirements.
  • I conducted site surveys for the employment of telecommunication and information technology systems in support of aviation operations in the Pacific Theater. I determined suitable host nation infrastructure, conducted transmission system analysis and evaluated facilities for the emplacement of communication systems and data centers based on space, power, environmental control and physical security.

  • While assigned as the Company Commander for Marine Corps Logistics Base Albany, I was responsible for leading and managing 110 Marines.
  • My focus of effort was the development of NCO leadership, enhancing the Professional Military Education program, improving Command relationships and processes with the medical and dental staffs, and implementing a force preservation program. During this assignment I also maintained my role within the Operations Branch of Communications and Information Systems Division where I managed the transition of the enterprise network from contractor owned and operated (NMCI) to government owned and operated (MCEN).
  • Specific responsibilities and accomplishments below:
  • I implemented a combat conditioning program that was directly managed by selected personnel. I provided the leadership training and prepared them to build a program that was goal oriented and standards based. I began tracking metrics and progress, providing guidance and changes when results indicated it was prudent. I incorporated SharePoint to manage the program and the Company’s training calendar to enhance collaboration and awareness across the Company. The efforts resulted in a significant increase in physical fitness scores and improved the cohesiveness of the unit.
  • I worked with the Case Manager of the Naval Branch Health Clinic to streamline the Physical Evaluation Board process ensuring prescribed timelines were being met and Marines were following their care plans. Both the Command and Health Clinic staffs improved tracking of Marines with critical and mental health conditions and ensured the Marines were offered all available care both inside and outside the Navy Medicine system. The efforts translated into a significant increase in medical readiness and decreased time for Marines to return to readiness following injury.
  • Working with the Installation Adjutant, I developed the Installation Force Preservation Program to formalize the methods and procedures the Command would mentor, lead and care for the Marines. The program ensured assignment of specific leadership roles and also tracked progress of Marines personal and professional development. The program also established a panel that would review Marines in need of more proactive leadership that integrated Navy Medicine, Marine and Family Services, and the Command Chaplain to get a comprehensive view of an individual’s progress in the program. I was also responsible for the Command Safety Program, ensuring group safety, Operational Risk Management (ORM) and occupational health procedures were being implemented for the Marines. The establishment of the force preservation program and the focus on integrating safety into the work environment were instrumental in preventing work related mishaps and kept the Marines ready and productive.

Operations Officer

  • As the Operations Officer for 2nd MLG Communications Company, I was responsible for the planning, installation, and maintenance of tactical communication and information systems in support of 2nd MLG Operations in garrison and deployed during Operation Iraqi Freedom. I was responsible for planning the Training and Exercise Employment Plan (TEEP) for Communications Company and the training plan to support developing individual and team skills in preparation for deployment.
  • I coordinated and tracked MOS training both internal to the Company and with the Communication Training Center. We began building cross functional teams that would be employed in theater to support specific telecommunications and information systems functions.
  • I was responsible for working with the MEU CLB’s in determining rotational manning and unit density lists. Every MEU cycle we began evaluating the troop to task as well as the equipment sets that were needed to support CLB operations. In order to correct visible skill and continuity deficiencies we developed a Company training plan whereby the next rotation would chop internally and begin preparing for specific MEU skill sets. Also, we got a handle on continuity through offsetting rotations of personnel to ensure partial functional staffs would do two rotations, ensuring familiarity with the mission. The result was a much more capable CLB communications team supporting the MEU.
  • I chaired a pre-deployment mission analysis to determine personnel and skills requirements with associated gaps. I solidified a troop to task that became the baseline for how the Company would align resources and prioritize training. This framework became an input into exercise development, ensuring that all required skills, teams, and capabilities were validated prior to deployment. I participated in the Annex K development with the 2nd MLG G-6, providing inputs, refining requirements, and developing Standard Operating Procedures.
  • I oversaw the planning, installation and maintenance of the telecommunication and information technology architecture to support 2nd MLG operations. I ensured the function of the Systems Control, change management, network operations.

I integrated their subject matter expertise into the training plan and employed them in direct support to the Platoons’ individual and team training efforts.
  • During Operation Iraqi Freedom 2009, I was responsible for the planning, installation and maintenance of the telecommunications and information technology networks in support of 2nd MLG Operations and tenant Commands on Camp Al Taqaddum, Iraq. I oversaw the turnover of the Al Taqaddum network infrastructure from 3rd MLG to 2nd MLG to include DSN, VoIP, NIPRnet, SIPRnet, Primary and Alternate Data Centers, Technical Control Facility, base fiber and copper inside plant and outside plant, and the Cyber Defense boundaries. In doing so, I tracked progress of each identified critical function and ensured our subject matter experts had all the documents, tools and permissions to assume the role as the communication provider for the Camp.
  • I oversaw the management of the Al Taqaddum network; I coordinated all communication requirements with the MLG G-6 and G-3, assigned resources and oversaw testing, installation and maintenance of the systems being installed. During the course of the deployment the Company was able to provide a 99% reliability rate to over 6000 users aboard Al Taqaddum.
  • I managed various projects to improve the infrastructure capacity and reliability. Projects included outside plant commercialization, data center storage expansion and virtualization, alternate data center expansion, and various local area network and transmission extensions to outlining sites.   • Serving as a Multichannel Equipment Repairman from 2001-2003, I was responsible for link, system, component and circuit level troubleshooting and repair on the AN/TRC-170 microwave broadband system and the AN/MRC-142 microwave line of site systems. During OIF 1 in 2003, I was responsible for ensuring the operation of 8 AN/TRC-170’s in support of 4 links in Kuwait and Iraq. I later deployed into Iraq as the single Maintainer responsible for maintaining 3 TRC-170s and associated links.
  • Serving as the Shipping and Receiving Chief within the Shipping and Receiving section of Communications Electronics Maintenance Platoon in 2004, I was responsible for supervising the modification, calibration, and maintenance float programs for the Platoon, ensuring proper scheduling of calibration for test and diagnostic equipment and timely application of modifications to telecommunication systems. I conducted weekly reconciliation with the supply commodity for supply parts status and for maintaining accountability of secondary repairable components in the intermediate maintenance activity.   • During OIF 04-06 from June to December 2005, I was the AN/TRC-170 maintenance chief responsible for the maintenance of 16 AN/TRC-170s operational across the country of Iraq. I served as the Quality Control lead for the systems and oversaw maintenance close-out testing and inspections. I led a team of 6 AN/TRC-170 technicians deployed across the country, processing their maintenance actions, delivering parts and ensuring they were correctly resourced to maintain their systems and links. I was responsible for mentoring and training them and provided recommendations on their performance evaluations. During the deployment, 8th Communication Battalion was fielded the AN/GRC-239 Terrestrial Satellite Support Radio (TSSR). I was responsible for developing a training plan for the operators and maintainers and ensured the successful employment of the systems across Camp Fallujah. I procured necessary parts to support their maintenance and oversaw the installations and troubleshooting efforts for the TSSR links.
