In 2021, I was working a combined Final position with intersecting finals courses into EFD and HOU during heavy traffic and low ceilings/inclement weather conditions. After multiple IFR approach attempts into EFD that resulted in mandatory break-outs at HOU for multiple Air Carriers and Business jets, a Cherokee aircraft in training became disoriented and began to spiral out of control. After multiple instructions, descriptions of A/C attitude, and suggestions for control input, the Cherokee was able to regain control and broke out of the OVC cloud base at 400 feet resulting in visual contact with the EFD landing environment. Pilot landed safely and called back to say thank you......
