As the Authority having Jurisdiction (AHJ) Plans, directs staff, participates in plan check and inspection of buildings for compliance with laws, codes, ordinances, and regulations governing the safety, construction, and alteration of state and federal buildings, reviews construction documents and issue permits, inspect the premises for which such permits have been issued and enforces compliance with the provisions of the building code, writes policies and manages facilities and construction operations, provides statewide policy execution functions at headquarters level requiring extensive knowledge and experience in construction methods, materials, and processes, industry practices, client relations, and departmental/office policies; and other related work.

General Building Contractor, CSLB 810360- Developed a large client base in the Granite Bay, Roseville and Sierra foothills based on quality craftsmanship and trust, design and build residential and commercial projects.

• Federal Contract Officers Representative and Project Manager for over 100 successful military construction projects ranging from 1 to 150 million dollars.
• Assigned as Chief Building Inspector supervising 10 State and federal construction supervisors and inspectors throughout California
• Senior Army Engineering Warrant Officer Branch Chief for the western United States charged with management of Army facilities for California
• Serve as a construction expert witness for the United States Dept of Justice and the California Dept of Justice

• Plans, organizes, coordinates, supervises, and evaluates programs, plans, services, staffing, equipment, and infrastructure of the Public Works Department.
• Supervises department managers, public works staff, and consultant providers, either directly or through subordinate staff.
• Assigns duties and reviews employee performance for conformance to established work performance standards and policies and procedures.
• Studies and standardizes department policies and procedures to improve efficiency and effectiveness of operations.
• Manages the department’s operations consistent with Town policies and procedures, and applicable State and Federal regulations.
• Evaluates public works and maintenance needs and formulates short and long range plans in all areas of responsibility, including water, wastewater, environmental issues, engineering operations and permits processing, and development review when involving the post
