• Responsible for setup, organization, and effective

employment of the installation EOC in support of exercise and real-world incident response operations. Conducted higher headquarters Emergency Management Program Assessment, validating current installation plans, policies and procedures aligned with requirements within the Department of the Navy’s EM Program.

• Assisted with, coordinated, and provided required

emergency management training, especially for the Incident Management Team.

• Tracked resources needed for the Emergency

Operations Center. Managed $11k budget and requisition process.

• Managed all aspects of project development, from

concept to completion. Supervised one Apprentice Carpenter during day-to-day operations. Provided exceptional customer service by working with new and returning customers, addressing any questions, and ensuring projects are completed beyond satisfaction.

• Supervised a Police Department with over 160 Active

Duty, Reserve, and Civilian Police and Security Force personnel. Coordinated daily with the Precinct Commander and Chief of Police in all matters regarding the department, to include personnel issues, equipment status and maintenance, training, budgeting, and administrative requirements.

• Routinely served as Chief of Police for law enforcement

and security related activities in the absence of the incumbent. Developed enhancements for law enforcement programs, Standing Operating Procedures, training schedules, and operations planning. Oversaw the curriculum for the NAS Jacksonville Auxiliary Security Force Academy, managing personnel actions, course schedule, and personnel assignment after graduation.

• Member of the Incident Management Team during

emergency operations, managed security and collaborated with agencies within the Incident Command System (ICS) to coordinate response efforts during six Emergency Operations Center Activations. Liaised with agencies to provide on-scene information, managed resource allocation, and coordinated with agencies to maintain order and protect critical infrastructure. Conducted after action reviews and planned contingencies to mitigate and resolve future emergencies.

• Supervised over 50 Navy and Marine Corps Security

Force personnel. Assigned shifts, performed daily inspections of assigned posts, inspected and surveyed workplaces, processes, or other systems for compliance with established safety and occupational health policies and identified new hazards. Trained and qualified over 200 auxiliary personnel in security force tactics and planning.

- Coordinated with Federal, State, and local law enforcement and fire/rescue agencies during responses to two major shipboard fires. Managed witness interviews, and personnel coordination while agencies talked with over 500 personnel related to the incidents.

- As Senior Enlisted Law Enforcement Officer on the waterfront, worked with installation Police and Security Forces, as well as 12 other ships’ Security Forces to ensure Force Protection watches were completed with zero gaps, facilitated communications between personnel, and coordinated response to waterfront security responses.

• Served as a Police Watch Commander, providing law

enforcement, physical security, and force protection services to the world’s largest Naval installation. Conducted Law Enforcement Patrols, Random Anti-Terrorism Measures, Surveillance Detection of assigned areas via mobile patrol, and the operation of specialized equipment designed to detect, deter, and defend against potential security breaches and terrorist activity. Led a diverse team of 120 Active Duty, Reserve, and Civilian personnel. Decorated three times for performance of duties during this tour.

• Coordinated services within the Incident Command

System (ICS) for over one hundred emergency incidents, including Death Investigations, 12 VIP Visits, POTUS visit, King of Norway Visit, six ship commissioning ceremonies, two general public visits, as well as numerous criminal and traffic calls for service.

• Facilitated qualifications of 28 Watch Commanders, 15

Field Training Officers, 48 Patrol Officers, and 12 Armorers. Conducted 12 Auxiliary Force courses of instruction, qualifying over 200 personnel. Coordinated Department training for over 400 personnel in all aspects of Law Enforcement, Force Protection and Physical Security.

• Inaugural Security Department Leading Chief Petty

Officer for the newest Naval Installation in over 30 years. Developed and drafted policies, plans, and procedures for use in daily operations and emergency responses. Created the first Anti-Terrorism Plan, Physical Security Plan, Emergency Operations Plan, Loss Prevention Plan; worked directly with Navy Region JAGs to draft MOUs for coordinated responses from host nation local and federal emergency agencies.

• Led a diverse team of over 130 U.S. and Romanian

personnel. Interacted daily with Host Nation Military Command Staff in coordination of operations while Installation construction was completed, directed responses to incidents, often including contractors from over 12 separate countries. Planned, in coordination with the Security Officer, Public Works Officer, and Command Staff, the layout and installation of the brand-new Security Operations Center and Emergency Operations Center.

• Conducted initial qualification training to the inaugural

crew and implemented multi-national training courses held between US and Romanian Military personnel. Liaised with local and federal law enforcement agencies during asset movements over host nation roadways.
