Served as a liaison for the client, Santa Barbara County Environmental Health Services, and Central Coast Regional Water Quality Control Board in response to the May 2015, petroleum pipeline release along the Gaviota Coast. A state of emergency was declared, and a Unified Command was established consisting of local, state, and federal agencies. Based on Julie’s experience with oil and gas releases and local regulatory requirements, she was deployed to Incident Command to coordinate and consult for the management, and cleanup of impacted soil.

Julie served as Program Manager for large portfolios of active and former service station sites impacted by fuel hydrocarbon releases. The sites had unique challenges with regards to soil and groundwater conditions, property owner and tenant relationships, and site use. Julie and her team performed assessments, remedial investigations, and remedial pilot tests and full-scale remediation systems installations and O&M. Julie’s served as a technical lead for site conceptual models, sensitive receptor surveys, contaminant source identifications, and plume migration studies. Sites were successfully closed using risk assessments and remediation in accordance with the state’s Closure Policy.

Julie was the Program Manager for the environmental assessment and remediation activities conducted at residential, commercial, and agricultural properties impacted by historic oil field activities. Program responsibilities included planning, management, and project execution of more than ten projects over seven years. Julie supervised historical aerial photograph evaluations, geospatial and data analysis, subsurface soil and groundwater investigations, deep excavations, structure demolitions, and site restoration. Ms. Doane-Allmon also provided performed or oversaw development of human health risk assessments, sustainability evaluations, and soil management plans. Due to the public setting of many of the project sites, Julie was actively involved with stakeholder communications and engagement, and participated in specific media training, an emergency drill, and neighborhood information events.

The Department of Toxic Substances Control (DTSC) provides regulatory oversight (Site #300576-1) under an Operation and Maintenance (O&M) Agreement dated July 12, 2016. The O&M Agreement requires annual groundwater, soil vapor and indoor air monitoring to evaluate the direction of groundwater flow and the concentrations of VOCs at the site.

Julie was a geologist at two of Kern County’s largest landfills (China Grade and Bakersfield City Landfill). Site activities involved investigating the complex geologic and hydrogeologic regime in the Kern County formation where groundwater occurs from 300 to 700 feet below grade and is affected by faulting and natural petroleum accumulations. Julie assisted with the installation and monitoring of groundwater monitoring wells and unique dual completion lysimeter/neutron probe access tube vadose zone monitoring wells during completion of Solid Waste Assessment Test programs. The 200 feet deep dual vadose zone monitoring units were installed at areas where leachate migration was indicated. Groundwater monitoring wells were installed to maximum depths of 650 feet below grade.
Subsequent projects at the Bakersfield City Landfill were focused on the final closure of the facility and included a burn dump assessment, development of final Closure/Post Closure Maintenance Plans, a comprehensive Public Participation Program, and an Environmental Impact Report. The burn dump assessment occurred adjacent to and within the backyards of 20 private residences located adjacent to the landfill. The assessment included a health risk assessment of dioxins and hazardous concentrations of several metals. As submitted, the plans allowed the burn dump area risks to be mitigated by placement of the final landfill cover

Santa Maria Energy/Freeport McMoRan – Enhanced Oil Recovery and Water Disposal Evaluation

Julie managed and assisted in the preparation of Underground Injection Control Permit Applications for proposed cyclic steaming enhanced oil recovery. The projects intensively evaluated underground sources of drinking water in the vicinity of the proposed sites and their potential vulnerability to negative impacts. During project evaluations, state regulatory guidance was being actively challenged and reworked to provide more scientifically based and transparent permitting. Julie also provided client support during third party meetings and regulatory negotiations.

Julie managed the project from June 2015 through September 2020. Primary responsibilities included management, coordination, and project execution, scope of work development, technical writing and review, budget management, safety and quality metrics, and participation in a client advocacy group. Third party stakeholder engagement and regulatory negotiations with US EPA and DTSC (including regular public meetings) were performed to successfully complete remedial investigations, risk assessments, feasibility studies, and remediation at the superfund site in accordance with the CERCLA and a series of administrative orders issued by the US EPA.
Each of the three operable units (OUs) have been issued RODs. The groundwater Record of Decision included designation of the first Technical Impracticability Waiver within USEPA Region 9. The Consent Decree for the Soil and NAPL OU was lodged in 2015 and work to date includes remedial design and partial execution of USEPA’s selected remedies.
Technical challenges at the site include the presence of LNAPL, near-pure benzene product trapped beneath the groundwater table within complex multi-aquifer hydrostratigraphy, a dual-site groundwater plume, vapor intrusion investigations, more than 50 property owners/tenants, negotiating performance standards for shutdown of an SVE/IBT remediation system, and a very active neighborhood advocacy group
