As Supervisory Public Safety Dispatcher, I oversee installation emergency services telecommunications operations utilizing telecommunications techniques and equipment to provide emergency services/equipment dispatch functions 24 hours per day, 7 days per week. Provides emergency police, fire, and medical services to the installation/public by answering emergency 911 calls and dispatching/notifying appropriate personnel and equipment. Maintains status of emergency response equipment and personnel to ensure prompt response. Equipment includes police, firefighting, hazardous materials, technical rescue, and ambulance vehicles/equipment. I provide advanced emergency medical dispatch life support care through pre-arrival instructions to callers.
I review, analyze, recommend, and integrate Emergency 911 (E911) telecommunications equipment for emergency response operations. I develop cost comparisons to ensure the most cost-effective plans are implemented and balanced against changing and new technology. I ensure results meet short- and long-range plans of management. I create purchase requests in automated financial/asset/accounting management system (e.g., General Fund Enterprise Business System (GFEBS)). I accept invoices and receiving reports in Wide Area Work Flow (WAWF) as necessary. I develop, implement, and execute policy for the telecommunications E911 center functions. I oversee implementation activities for new/additional/updated automated systems (e.g., computer-aided dispatch, E911, future upgrades with integrated software) and serves as point of contact for the E911 and intrusion detection systems. I coordinate Law Enforcement Agency Data System (LEADS) telecommunications equipment changes with local IT support staff/personnel (e.g., Network Enterprise Center (NEC)) and management. Consults with user activities to improve efficiency of services.
I serve as Contracting Officer Representative (COR) for services/maintenance contracts (e.g., Enhanced 911, radio for police/fire/security offices). As COR for telecommunications contracts, addresses or provides information to contracting officials regarding contract issues (e.g., addition/deletion of equipment and services, adequacy of services, compliance with regulations, receipt and/or processing of customer complaints). during emergencies. I perform basic computer and telecommunications equipment
troubleshooting to identify problems and notify appropriate personnel to facilitate repairs.
Monitors, controls, and acknowledges alarm systems activations. I initiate immediate action
in response to alarms from the fire detection and alarm system, security management and
information system (e.g., intrusion detection, card access, duress), and emergency
generators (e.g., facility emergency power). I provide emergency or routine coordination, as
appropriate, with the responsible organization during alarm situations. I use computerized
graphical facility schematics to locate fire and security alarms. I provide work coordination
between various organizations/levels of the garrison (e.g., facilities
management/engineering, safety, emergency operations, fire department, other emergency
services) for all public safety emergencies. I follow written and verbal procedures as to who
is contacted for various alarms. I maintain logs on alarms and maintenance procedures
(e.g., who is working and where, duration) on each system. I assist various organizations
with required testing and maintenance by monitoring and acknowledging each alarm,
including fire drills, electronic detection devices, fire suppression equipment, duress alarms,
intrusions alarms, generator runs, etc.
I receive 911 emergency calls. I communicate with callers to determine the nature of calls. I
prioritize calls, identifies appropriate level of response and provides additional information to
responding unit(s) as necessary/directed/required. I perform crisis intervention with
distraught emergency callers during high-risk situations as needed until appropriate
emergency field units arrive on scene. I transfer callers to proper external agency/internal
organization or dispatches emergency equipment. I provide emergency medical dispatching
assistance to callers with medical emergencies using emergency medical dispatch system. I
initiate immediate, appropriate emergency responses and provides callers with life-support
instruction as necessary. Callers may be instructed on how to perform various medical
procedures (e.g., cardiopulmonary resuscitation (CPR), Heimlich maneuver, emergency
childbirth, opening an airway, controlling bleeding). I maintain continuous telephone contact
with callers (when appropriate) during emergency situations and gives instructions
regarding what to do/not do prior to arrival of emergency medical services (EMS) personnel.
I monitor status and availability of police, fire, and medical field units to ensure appropriate
responses. I update information for medical, police, and fire personnel en-route to calls.
I refer non-emergency callers to appropriate agencies/organizations. I receive, relay, and
transfer messages for organization personnel. I operate communication equipment (e.g.,
telecommunications device for the deaf (TDD)) for the hearing impaired, conveying
messages and taking and making calls. I notify EMS and other personnel of street closures
and out of service sprinkler systems. I operate severe weather warning system for the
