Under the direction and guidance of the Senior Director for Flagler Services, the Continuum of Care (CoC) Coordinator leads the work of the Crater Area Coalition on Homelessness (CACH) supporting the goal of ending homelessness in the Crater Region.
The CoC Coordinator leads the work of the Crater Area Coalition on Homelessness (CACH) supporting the goal of ending homelessness in the Crater Region. The CoC Coordinator serves as a bridge between CACH, its Board and membership, and the greater community. This position builds the capacity of CACH by promoting a deeper awareness and understanding of homelessness, building meaningful partnerships, engaging, and leveraging community resources. The CACH CoC Coordinator takes the lead in managing the coordinated entry system for CACH to ensure that the system is inclusive, fair, consistent and in line with all HUD and DHCD requirements. This position is responsible for supporting St. Joseph's Villa to fulfill its responsibilities in its role as the Local Planning Agency (LPG within the Virginia Balance of State (BOS).
The CoC Coordinator reports to and receives guidance from the CACH Board on all efforts to fulfill the CACH Strategic Plan while still in the employ of and housed with the lead agency of CACH which provides day to day supervision. At this date, that agency is St. Joseph's Villa.

Work with membership committee to increase size and diversity of membership by building and maintaining collaborative partnerships/relationships with all community stakeholders
Work with SJV Grants Manager to identify and seek additional funding support from federal, state, and local sources for CACH
Supervise CACH VISTA each year to help support CACH, it's goals and initiatives.

Work with HRC Director to strengthen, expand, and support CACH's Coordinated Entry System by recruiting new points of entry, ensuring that all providers are trained in CACH CES Policies and Procedures, utilizing best practices and collecting quality data in HMIS.
Support to board and committees
Serve as a liaison between the CACH Board, the coalition membership and community stakeholders to promote education and transparency within all activities.
Support the work of the committees, subcommittees, or workgroups by assisting in the development and implementation of work-plans and other work as directed by the CACH Board (also including scheduling meetings, drafting agendas, meeting minutes, etc.)
Advises working committees on compliance with federal mandated requirements and best practice as it relates to role of CACH.
Support of initiatives
Provides leadership and facilitation to ensure that CACH carries out the initiatives and actions outlines in the CACH Strategic Plan - including those addressing systemic gaps such as shelter.
Stays abreast of all best practices at the state and national level that will improve CACH's homeless response and services for those experiencing homelessness.
Takes an active role in any national or statewide initiatives in which CACH is participating including Built for Zero (BFZ), etc.
Inform and educate potential partners regarding local resources and stakeholders critical to the development, design and success of housing and homeless programs.
Support of Lead Agency requirements/functions
Serves as the main point of contact for the annual Point in Time (PIT) Count, including volunteer recruitment, logistics, data collection and community awareness.
Work with CACH Board to develop and update governance policies and procedures for compliance with Housing and Urban Development's (HUD) Interim Rule HEARTH Act and any subsequent revisions.

Assessment/Entry System, including written standards, policies and procedures that adhere to HUD's Coordinated Entry Core Elements.
Facilitate the weekly CACH Coordinated Entry Provider Meetings, engage new members to become CE Points of Entry and participate in HMIS and coordinate regular CE training.
This position is the first point of contact to resolve any CE grievances or complaints.
Work with the Grants Manager to gather various relevant data sets/sources for community prioritization of need (to determine funding priorities)
Support Grants Manager and CACH Board to develop and complete the annual application in response to HUD's Notice of Funding Availability (NOFA) Continuum of Care Competition and the HSNH Application with DHCD. Includes assisting with notification to CACH community, education to potential applicants, recruitment and support to Ranking Committee, selection of ranking tool, etc.
Ensure that all CACH grant recipients have updated MOUs with CACH Coordinated Entry, are trained and in compliance with both CACH Policies and Procedures and all HUD and ESG requirements
Help providers to communicate issues of concerns and work toward quickly resolving issues.
Notify CACH recipients about mandatory dates for data collection and spending as specified in CoC grant, as well as state/federal requirements as applicable.
Provide and/or facilitate training and technical assistance to recipients
Work in cooperation with the Grants Manager and SJV Leadership to evaluate and monitor contractual performance and compliance with obligations of the CoC's service agreements.
