Hospital Corpsmen (HM) I assisted healthcare professionals in providing medical care to Navy personnel and their families. Responsible for management of the Decedent Affairs Program in the Southwest Region. Coordinates disposition of remains for inpatient hospital deaths and deaths of active-duty Navy and Marine Corps personnel who die in the regional area of jurisdiction. Advises military service members from other branches of service and their families on decedent affairs and veterans’ affairs entitlements to include death, funeral, transportation, family service, and group life insurance. Coordinates with various military casualty organizations and government mortuary agents in the disposition of active duty remains. Manages over 210 casualty cases annually for active duty and retirees/dependents. Prepares and submits reports to the casualty office to report the death of service members. Inspect files for accuracy and direct destruction of files as required. Received promotional Quality Step Increase due to exceeding all metrics and proficiencies necessary for job duties—Regional Subject Matter Expert on Mortuary and Casualty Affairs:

  • Supervises seven military staff in the office's daily operations. Assigns workload daily and oversees productivity. Monitors performance evaluations and initiates corrective actions if necessary.
  • Monitor active-duty service members in civilian hospitals, work closely with case management and Doctors to review medical charts for SI/VSI determination, complete and update all Personnel Casualty Reports as required by instruction, and work with the Healthcare Ethics Committee to determine eligible bedside travelers when needed.
  • Advises and recommends resolutions to the Chain of Command to correct discrepancies related to decedent affairs procedures, including contracting services.
  • I overhauled the Burial-at-Sea Program for the Port of San Diego, working alongside COMTHRDFLT to rewrite the governing instruction utilized in all West Coast Ports. This resulted in diminished wait times from several years to an average of three months and full-body committals averaging six months to commit to sea.
  • Oversees the Burial-At-Sea Program, ensuring the appropriate documents are received per local directives before arrangements are made for burial services. Monitors administrative of over 300 cases annually.
  • Maintains and reviews Memorandums of Understanding with local Organ Procurement Agency and County Medical Examiner.
    Reviews, writes, and updates command Instructions and Standard Operating Procedure (SOP) documents. Maintains in-depth knowledge of casualty operation programs. Proficient in the use of automated equipment.
  • Counsels bereaved family members explain complex medical terminology in simplified terms to family members. Explains general medical diagnosis associated with autopsy findings. Research patient medical records for treatment history and findings to provide to physicians and medical examiners to determine the cause of death. Provides general advice and resource support to assist families inquiring about services for funeral honors and acquiring burial flags.
  • Advises and provides administrative support to Casualty Assistance Calls Officers, including casualty reports, transportation of remains, escort duties, and uniform requirements, and ensures flights to transport remains are booked.
  • Conducts in-service training for nursing and physician staff, duty officers, and external organizations. Provides training to various groups and organizations on the Decedent Affairs Program through seminars, lectures, and symposiums. Develops information aids, training syllabuses, and desktop guides.
  • Accesses Military Health System Genesis (MHS) and the legacy systems Armed Forces Health Longitudinal Technology Application (AHLTA) and Composite Health Care System (CHCS) to review and update patient status and research, print, and provide treatment records to physicians or medical examiners assigning causes for completing death certificates.
  • Prepares and monitors active duty and beneficiary death certificates for submission and completion. Communicates and coordinates with various Navy and Marine Corps Casualty Offices regarding active-duty death cases.
  • Contracting Officer Representative (COR). Before obtaining the National contract, I managed the Mortuary Contract and coordinated contract services for transporting deceased active-duty service members. I prepared and submitted purchase requests for the procurement of mortuary services.
  • Maintains a thorough knowledge of medical terminology and understanding of manuals, instructions, and directives from all levels necessary to manage the Decedent Affairs Program. Reviews and interprets policies for proper procedures in the disposition of remains.
  • Communicates with local authorities, county medical examiners, headquarters, and regional armed forces medical examiners to determine the overall jurisdiction of remains.
