Qualified individuals will have a minimum of 5 years’ work experience in a similar role., Bachelor’s degree highly preferred., SHRM-CP or SHRM-SCP highly desired or other human resources certification with an emphasis in California compliance.
Manages all day to day and overall HR strategy and compliance for the company’s internal staff of recruiters and support personnel, and all temporary employees engaging in assignments with company clientele. Manages all labor and employment relations matters with internal and temporary staff, and clients. Creates and/or modifies personnel policies and practices as necessary based on current and anticipated changes in the organization and outside environment and current industry trends. Ensures compliance with all company policy, applicable laws, regulatory agency requirements, and codes of practice, always promoting ethical and legal practices in the conduct of all employees and clients. Provides direction to staff in all matters related to personnel policies, and California and federal employment / labor law. Ensures consistency of human resources operations through standardization of key processes/procedures, and policy interpretation. Provides training on new policies as necessary and communicates organization wide as necessary any and all updates on policy, practices, changes or additions. Reviews, recommends, and/or approves exceptions to policy and/or practice. Manages new hire on-boarding process and trains staff on procedures. Ensures the procedural integrity of all formal employee grievances and complaints and has the authority to adjudicate as appropriate. Serves as the primary officer for grievances and staff complaints. Primary contact to negotiate settlements, resolve conflicts, and recommends appropriate actions related to all employee and labor relations issues. Monitors and analyzes data and trends relative to grievances and complaints and develops effective strategies to reduce grievances and disputes. Serves as key liaison with outside legal counsel to resolve these matters. Represents the company for unemployment claims. Manages workers compensation claims to ensure appropriate employee care and costs management, including communicating with carriers and injured workers. Maintains OSHA 300 report, and all other safety compliance requirements. Oversees the Company’s health and safety programs, required training and recordkeeping in compliance with governing bodies. Responsible for end-to-end administration of benefit programs serving as primary contact for all staff member benefits communications, including open enrollment. Interprets HR policies and procedures to assist team members with questions about insurance claims, benefit plans and procedures, including Cobra administration. Accurately maintains employee health and welfare benefits across employee records, payroll, and vendor systems. Conducts periodic audits and reconciles monthly billing. Organizes group benefits process including contracts, broker relationships, enrollment, benefit access, claim resolution, change reporting and reconciliation of monthly invoices. Manages and monitors FMLA/LOA and other compliance issues. Oversees the ACA compliance related to health insurance coverage. Oversees and manages payroll with payroll staff. Position requires the ability to process weekly payroll from beginning to end and provide backup when payroll manager is out. Manages the Employee Profit Sharing Plan, the related fiduciary compliance, and annual reporting. Manages annual performance reviews with the goals of thoughtful execution and timely completion, identify employees for training and development opportunities, and review documentation for appropriateness and future process improvement., Maintains a thorough knowledge of the HR systems and all operational systems as they relate to human resources, accounting, and client maintenance. Responsible for utilizing the systems to accomplish the goals of the business. Maintains the accuracy, confidentiality, and integrity of the HRIS and other third-party management systems. Develops and modifies these systems and related processes as business requirements change, and supports system upgrades, testing and implementation. Oversees employment vendors web portals (i.e., background check, ACA compliance, HRIS, on-boarding, payroll, I-9/E-Verify and unemployment compliance, skill testing, employee training and development, e-signature service), Primary contact with outside financial team of bookkeeper and CPA firm. Responsible for cash receipts and accounts receivable/invoicing, accounts payable, and procedural aspects of the billing process, including collections. Assists in the preparation of annual budget, provides financial analysis reports to bookkeeper for monthly financial statements and management reports. Assist bookkeeper with month end closings. Responsible for monitoring cash flow and performing cash management. Responsible for the operation and maintenance of computerized accounting system, QuickBooks. Responsible for managing the payroll processing with payroll manager including reporting and balancing procedures using ADP. Responsible for providing financial data for year-end tax planning. Works with CPA for the timely submittal of all local, state, and federal tax reports. Manage business license filings and renewals. Organizes and maintains accurate records for all accounting systems. Reconciles all firm bank account statements monthly.
