· Assists the Division Director in appropriately leading, managing and motivating assigned staff to consistently deliver services that meet or exceed our client’s expectations while continuing to meet and exceed contract benchmarks.
· Provide supervision, consultation and professional leadership to staff with particular emphasis to management/supervisory level personnel.
· Coordinate ongoing personnel requirements for program personnel as assigned, i.e., recruitment and interview process for new hires, leave records, training logs performance evaluations.
· Assist Division Director in overseeing the process for hiring and dismissing staff within the service area in accordance with budgetary provisions and established agency policy.
· Provide administrative organization (including contract monitoring and evaluation) to assure proper execution of the services provided, with awareness of accreditation and social work standards, agency policy, federal and state regulatory requirements. Assure the use of data throughout assigned service area with particular focus on achieving outcome and performance benchmarks.
· Provide leadership in monitoring and reporting incidents or complaints from staff or clients per the agency’s risk prevention and management policy and procedures.
· Assists Division Director in the development and implementation of the service area’s approved income/expense budgets.
· Serve as liaison to assigned area community organizations; or responsible for designating area liaison(s).
· Provide leadership to the agency's statewide planning process.
· Maintain awareness of and coordinate response for business development opportunities (i.e. proposal process; research and development).
· Provide supervision, professional leadership and professional development opportunities to supervisors and other program personnel as assigned.
· Attentive to industry, legislative, professional, academic, social, and regulatory issues in the service area in order to identify trends and apply knowledge to advance best practices.
· Proactively manages finances resulting in balanced or positive financial outcomes. Actively engages supervisors in financial oversight.
· Assure compliance with contract, licensing and accreditation standards; Develop and implement corrective action plans as required; complete case reviews quarterly. · Provide staff and program coverage in the absence of a supervisor.
· Direct and coordinate personnel processes including staff recruitment, interview process and hiring. Assist supervisors with performance evaluations and staff performance improvement plans.
· Assure agency policies and procedures are being uniformly implemented in all units.
· Participate in and/or provide leadership to CQI service team, and other agency workgroups (e.g. accreditation, risk management, morale, and training).
· Assure that program service manuals and procedures are regularly reviewed and revised.
· Assist in the development of new programs and renewal of existing programs which may include research, proposal writing and grant writing.
· Provide individual supervision and professional leadership to direct service staff, support staff and student interns (as applicable).
· Ensure overall unit compliance with contracts, licensing, accreditation guidelines, agency policy, procedure and strategic plan, etc. Complete case reviews quarterly.
· Input data per established guidelines into agency and contractor data collection systems.
· Handle and coordinate the ongoing personnel issues of the unit; i.e., leave records, training records, participate in the recruitment, interview, reference, and orientation process for new hires.
· Communicate employee performance expectations, conduct new hire six month evaluations and annual evaluations. Develop performance improvement plans where required.
· Coordinate the referral and intake process and make appropriate assignments to staff.
· Monitor, read and approve all required reports, including incident reports.
· Promote staff morale and team building. Encourage collaboration, share wins and successes, create a feeling of belonging. Responsible for the training needs of the unit.
· Organize and run regular team meetings.
· Interpret agency policy and procedures to staff and serve as a liaison, bringing staff concerns and needs to the Program Manager/Division Director as needed.
· Oversee and approve staff expenses and program expenditures including use of specific assistance funds.
· Participate as requested as a member of a CQI team or other agency workgroups.
· Coordinate services with other agencies/ professionals and represent Wellspring Lutheran Services in community networks.
· Provide twenty-four (24) hour availability to clients and staff and a flexible work schedule.
· Develop, coordinate and implement concise, accurate treatment plans with youth, their families, foster families and/or other caretakers facilitating permanency, safety, and well[1]being.
· Provide and/or coordinate services to meet needs of youth in order to stabilize youth’s placement, school placement and reinforce school success. (e.g. parenting time, placement visits, visits birth parents, behavior specialist services, wraparound meetings and other case conferences.)
· Coordinate required medical and dental services for all foster children and monitor the implementation of these services by the caregiver.
· Engage all family members and encourage participation in services to overcome barriers and address needs.
· Coordinate all community and resource referrals and services to the family.
· Prepare court reports and petitions and provide testimony to support permanency, safety, and well-being of the child and family, as required by DHS contract, DHS and agency policy, and court mandates.
· Provide emergency, on-call interventions on after hours, and on holidays, as required.
· Integrate learning from required DHS training into day to day responsibilities.
· Ensure transportation is provided or arranged for parents and foster children in order to meet all goals and objectives on the treatment plan. · Plan and participate in special events for clients and caregivers.
· Complete data entry into all data management systems as required, as well as keep paper files accurate, complete, and in compliance with policy, rules, and state law
