  • When I was asked to take on the leadership role for the Acquisition Domain, the position had been vacant for about 24 months and while the contractors were able to keep things afloat there was no direction to the team
  • While the Domain task was smaller in size and scope, it provided me the opportunity to shape and rebuild that which was floundering
  • Today, the Domain is a benchmark of success to many of the other Domains in the Army Business Mission Area
  • The total system count is projected by 2026 to be reduced by 42% with an annual cost savings of $43M
  • For the first time ever, we developed an initial Conceptual Data Model and will soon turn our focus toward further expanding the architecture artifacts to include a Logical Data Model
  • I developed Standard Operating Procedures (SOP) where there was none, surveyed IT system owners to identify needs, established new portfolio practices, provided a yearly vision and action plan to the team, identified and used key metrics and data to solidify a team that is mission and customer service focused
  • The data provided from our customers, gleaned from other systems, analyzed and visualized provided a solid basis for the direction we needed to move in to be a high performing team
  • Today our enterprise value and technical condition score is the highest in the Army Business Mission Area and our risk reduction strategies are bringing risk down to an acceptable level

  • Upon my return from Afghanistan, I assumed my previous duties within Army G-1
  • Of the $~800M annual budget for the entire Domain, I was responsible for 46% of the systems within the Human Resource Domain to include recruiting, legal and medical systems
  • I was personally responsible for the portfolio oversight, governance and management of a $400M annual budget or 52% of the total Domain budget
  • I served as a Senior Program Analyst within the Governance Division of Technology and Business Architecture Integration (TBAI), Headquarters, Department of the Army, DCS, G-1
  • The TBAI leads the transformation of the Army Human Resources Management Information Technology (IT) systems, capabilities, and investment management by providing strategic planning, policy, and integration to enable Human Resource (HR) services in support of the Army Deputy Chief of Staff (DCS) G-1
  • Performs as senior Program Analyst supporting the current Military/Civilian sub-domain IT Governance structure and develops a balanced strategy for making decisions and recommendations based on enterprise strategic planning, integrated architectures and outcome-based performance measures to achieve desired mission capabilities

  • As a senior program analyst in the Governance and Portfolio Management division my responsibilities are far reaching into all areas relating to IT portfolio management such as financial, technical, governance, policy, and legal compliance providing expert insight, based upon information gathered from the various Army enterprise commands and queries on Army databases in order to gain oversight in areas such as financial management, program oversight, legal issues, performance management, performance measurement, information management, process improvement, policy and strategy
  • Regularly I would assist the division chief as acting deputy upon her absence and often represent the division at HQDA meetings and regularly provide SME level input to other Army stakeholders
  • I served as a senior program analyst and advisor on the resources, policies, priorities and outcomes supporting Army Commands and Agencies
  • My major areas of responsibility are: (1) Fund Certification (2) Contract Review (3) IT System Compliance (4) Strategic Alignment (5) Business Process Reengineering/Process Improvement (6) Special Projects
  • While with the G-1 organization I saw there was a need to provide guidance to commands and agencies on IT portfolio management practices

  • Working with the Defense Security Cooperation Agency sponsored Ministry of Defense Advisor (MODA) to advance U.S
  • National security and foreign policy interests by building Afghan National capacity
  • My tour encompassed 2 main tasks, 10 months with procurement and three months with Program and Analysis within the comptroller group
  • As the Deputy Procurement Chief my main efforts are divided into three distinct parts; Train, Assist and Advise; Procurement staff management; and IT support
  • First, my primary area of responsibility to the Train, Advise, and Assist mission to work with the Afghan Ministry of Defense on procurement and resource issues relevant to the maturity of a nation
  • As a Senior Advisor my main Afghan counterpart is the Director of the Acquisition Agency (BG level) with approximately 300 employees
  • All Ministry of Defense contracts are funneled through the Agency for processing and administration
  • Through Train, Advise and Assist (TAA) efforts there has been a 92% increase in procurement requirements validation this contract year versus last year
  • My first procurement task was to identify, and improve the Afghan post award process
  • I led a diverse team to map and provide process improvement recommendations to the Afghans
  • Regularly I meet with my counterpart and others in the procurement process to address pressing procurement issues facing the nation of Afghanistan
  • Often times in our meetings it affords me ad hoc opportunities to train in the areas of process improvement, requirements development, resource alignment, program/project management, budget, and risk management
  • I held formal quarterly training classes on procurement addressing other issues like, negotiation, communication, strategic planning, scheduling and leadership
  • Regularly provided status reports to senior leadership to promote their TAA efforts and decision making
  • In addition, I have been tasked to work special interest projects such as internal controls, congressional reporting, writing policy and SOPs, coordination of site visits to various commands, and several IT focused initiatives
  • To better TAA my Afghan counterparts I developed the first ever model and analysis on the Afghan procurement process with the Ministry of Defense
  • The model leveraged near real time reported data which enabled continuous process improvement
  • The Continuous Process Improvement project leveraged lean six sigma concepts and provided the factual basis to consolidate Afghan procurement efforts.
