Petty Officer MCKINNON is cited for superior performance of duty while serving at U.S. Coast Guard Sector Ohio Valley from April 2020 to September 2023. Assigned to the Sector Command Center, he quickly certified in the Communications Unit, as well as the Situation Unit, a watch position normally held by a more senior journeyman-level watchstander. During this period, he assisted in the coordination and execution of 204 cases, resulting in 181 mariners and 35 million dollars in property saved or assisted. Most notably, his rapid response and coordination efforts with the Army Corps of Engineers, commercial partners, and Sector Prevention Department during an allision, that caused a breakaway of 14 barges, prevented the need to restrict commercial traffic on the Ohio River. His actions saved more than three million dollars in perishable commerce. He also qualified as a Vessel Traffic Service Operator, a position that is billeted for more senior members, and managed hundreds of Inspected Towing Vessels and millions worth of product through the vessel traffic zone. Additionally, he assisted the qualification of peers and senior Petty Officers, resulting in certification of 10 personnel.
