Serve in facilities management, contractor oversight, program administration, and building inspection role for U.S. Customs and Border Protection (CBP) Canine Center and Alcohol, Tobacco, Firearms and Explosives Bureau (ATF) training facility. Inspect, maintain, repair, and renovate buildings and related structures, grounds, fixtures, and utilities for buildings, totaling approximately 75,000sqft. Oversee kennel and grounds service contract personnel of 18,000sqft kennel and over 500 acres of federal property.
♦ Interpret and apply Federal Acquisition Regulations (FAR) to generate Requests for Quotes (RFQ) and Scopes of Work (SOW) for projects up to $2M. Develop cost comparisons and monitor contract costs, schedules, and performance.
♦ Analyze costs and develop negotiation positions for contracts. Review and analyze contractor's proposals to assure contractor has accurate and objective estimating methodology. Evaluate and compare bids and contractor performance using spreadsheets.
♦ Perform contract administration and quality assurance/inspection duties. Research and evaluate vendors based on price, quality, selection, service, support, availability, reliability, production and distribution capabilities, as well as supplier's reputation and history.
♦ Prioritize and assign tasks for safety inspections, preventive maintenance, equipment repair, and contracted projects. Establish and monitor performance standards for contractors and employees.
♦ Perform regular physical inspections of facilities, buildings, equipment, and operations; identify hazards and incidents of regulatory non-compliance and recommend corrective measures. Conduct special studies when standard approaches are not sufficient.
♦ Review and interpret construction standards, practices and techniques, building materials, and installation and maintenance of utilities sufficient to develop effective controls of work and equipment hazards resulting from new construction or modification of current facilities.
♦ Direct and coordinate alteration and renovation projects. Oversee preservation actions for older facilities. Respond to various and particular building/facility problems and issues. Provide guidance and assist contractors in resolving problems and issues.
♦ Execute multiple jobs across several simultaneous projects, guaranteeing proper sequencing of all tasks. Prepared technical procedures, test analysis and work instructions and manage technical work crews during jobs.
♦ Assess and identify components of work breakdown structure and associate each manageable component with their labor hours and material cost. Ensure performance-based management for strategic planning, program planning and resource utilization methodologies.
♦ Diagnose simple to complex Building Automation System hardware, mechanical system, electrical system, water supply, and electrical deficiencies.
♦ Identify discrepancies with standards and conducted inspections and/or tests by visually checking equipment and examining system diagrams. Interpret technical manuals, blueprints and work orders, occasionally modifying guidelines to obtain necessary tolerances and compatibility of related working parts. Continually stay abreast of OSHA regulations. Maintain workplace safety and equipment to promote safe environment and longevity of tools.
