Serve in facilities management, contractor oversight, program administration, and building inspection role for U.S. Customs and Border Protection (CBP) Canine Center and Alcohol, Tobacco, Firearms and Explosives Bureau (ATF) training facility. Inspect, maintain, repair, and renovate buildings and related structures, grounds, fixtures, and utilities for buildings, totaling approximately 75,000sqft. Oversee kennel and grounds service contract personnel of 18,000sqft kennel and over 500 acres of federal property.

♦ Interpret and apply Federal Acquisition Regulations (FAR) to generate Requests for Quotes (RFQ) and Scopes of Work (SOW) for projects up to $2M. Develop cost comparisons and monitor contract costs, schedules, and performance.

♦ Analyze costs and develop negotiation positions for contracts. Review and analyze contractor's proposals to assure contractor has accurate and objective estimating methodology. Evaluate and compare bids and contractor performance using spreadsheets.

♦ Perform contract administration and quality assurance/inspection duties. Research and evaluate vendors based on price, quality, selection, service, support, availability, reliability, production and distribution capabilities, as well as supplier's reputation and history.

♦ Prioritize and assign tasks for safety inspections, preventive maintenance, equipment repair, and contracted projects. Establish and monitor performance standards for contractors and employees.
