In support of the Fuel program I review and certify invoices and track the execution as it compares to the fiscal year control.
For the Utilities program, I submit requests for incremental funding for electricity, water, and sewer and make sure that we can continue to fund through the remainder of the fiscal year.
Responsible for tracking each project until 100% execution is achieved by close of each fiscal year.
I am the Government Purchase Cardholder and with that responsibility I receive purchase requests and research quotes from various vendors and ensure that all purchases are acquired following all guidance.
I also ensure that purchase are coded correctly and posted to the correct Financial Pointer Information.
I maintain the department leave calendar.
I am also an alternate in the Regional Operations Center (ROC) and am required to be current on all required training through FEMA.

As an analyst in the Budget and Labor Division in the Comptroller’s office, I perform specialized work involving administrative tasks in connection with accounting systems associated with the management and control of funds: tracking and control of funds for specific programs pertaining to payroll, cash control and benefit systems.
At Fiscal year start up, my responsibility is to create a labor budget for each program within Navy Region Hawaii using the financial controls that are given by CNIC, and statistical data from prior fiscal years as well as real time data.
I am able to anticipate shortfalls and excess of funds and make suggestions to programs.
I am responsible for collecting data using various reporting programs such as SLDCADA (Standard Labor Data Collection and Distribution Application), SMARTS (SABRS Management Analytical Retrieval Tools System), HR Links and CFMS (Central Financial Management System) to compile a monthly report for the LEV (Labor Execution Validation) Review that I present orally to the Executive Director and deputies from each program in the Region.
This monthly review provides the current execution rate of labor funds for each program as compared to the start of the fiscal year estimate and the previous fiscal year execution.
Factoring in separations, new hire costs, awards and promotions, this report allows me to also monitor overtime used by each programs so that we are able to track and control over spending on labor dollars.
I am able to make suggestions to program leaders on postponing hiring actions and/or moving non-labor funds to cover labor funds that would be beneficial to their programs.
As a representative of the Labor division, I am the administrator for SLDCADA and this entails ensuring that each employee and new hire has the correct FIP (Financial Information Pointer) in their profile so that their wages and fringe benefits are being charged to the correct program budget.
Running reports at the end of each pay period to monitor time and attendance has been entered correctly and each time card has been verified by the employee and certified by the supervisors.
Also monitoring OT/CT (Overtime/Comp Time) and notifying supervisors when employees are reaching their carryover limits.
I work closely with Manpower to ensure that we have the required billets for recruiting new positions.
Using DCPDS (Defense Civilian Personnel Data System), I prepare requests for personnel actions for recruitments, promotions, separation and etc.
I review the requests to ensure completeness, accuracy and that all required documents are attached and route for further processing.
I am able to provide guidance regarding leave usage and what types of leave are available to each employee.
I participate in weekly data calls with CNIC to provide input on CNRH's labor execution status and any deltas that may exist.
I work closely with Human Resources on a daily basis to provide estimates for open recruitment actions.
I receive the active and pending recruitment report from Staffing and compile an estimate for each position using a formula that includes fringe benefits and anticipated WGI's.
Using the estimates, program are then able to present their position to the PMB (Personnel Management Board) for approval.
