Kip directed the Audit Division within the Oregon Secretary of State’s Office for almost eight years under four secertary of state adminisrations until he voluntarily resigned the position. He served as the State Auditor in this role. During his tenure, the Audit Division fully complied with all legal requirements and government auditing standards. Under his leadership, the Division issued award winning, nationally renowned performance audits, expertly executed critical and required state and federal financial audit work and conducted a wide range of innovative information technology audits including implementing a high impact cybersecurity audit program. The Division produced innovative advisory reports addressing issues such as domestic violence, domestic terrorism, and state water governance and educational risks. Kip launched the highly successful Oregon Audit Summit. He effectively led the Audit Division through the worldwide health crisis. He directed a large staff of gifted auditors and left the position with high staff morale and low turnover. The work produced under his leadership helped improve programs and services, saved tens of millions of taxpayer dollars, and provided tremendous transparency and accountability for Oregon state government.
Under Kip's direction, the Secretary of State’s Audits Division received a Notable Document Award from the National Conference of State Legislators (NCSL) for our advisory report examining domestic terrorism and violent extremism risks (2022) as well as the National State Auditors Association’s (NSAA) Excellence in Accountability awards for a performance audit reports examining Oregon's Medicaid Prescription Benefit Manager Program (2024) Oregon’s Prescription Drug Monitoring Program (2020) and Oregon’s foster care system (2019) and Special Project award for a high impact report concerning Medicaid program challenges (2018).
In 2016, 2015, 2014, and 2013 performance audits he directed received Knighton Awards for excellence and impact from the Association of Local Government Auditors. Additionally, in 2014, the Institute of Internal Auditors identified the City and County of Denver, Colorado’s Auditor’s Office which he directed as one of eleven best practice audit functions for major cities in the United States and Canada.
Kip served on the Institute of Internal Auditors’ (IIA) Public Sector Auditing Center’s Advisory Board, previously served as an officer on the Association of Local Government Auditors’ (ALGA) Governing Board, and as the Chair of the Pacific Northwest Intergovernmental Audit Forum's (PNIAF) Executive Committee.
