Position Summary

The position is responsible for providing consultation and assistance to data partners on the proper use of Registering Oklahoma Vital Event Records (ROVER). ROVER is a program used to create and electronically register all birth and death records for the State of Oklahoma. This position is located in the Vital Records program for the Oklahoma State Department of Health. The Vital Records division collects, maintains and issues Birth and Death Certificates.

Position Responsibilities /Essential Functions

  • Conduct training sessions to ensure the appropriate professions across the State are credentialed to enter data into the program;
  • Provide customer support and technical assistance for the ROVER program and assist with the ROVER Help Desk as needed;
  • Participate in conferences and other professional events to market ROVER to reach a broad number of users including medical certifiers, birth certifiers, and funeral homes;
  • Write, develop, and prepare resource materials such as guides, manuals, and other aids to educate current and potential users on using and navigating the ROVER system;
  • Provide consultation and trainings to external data partners regarding proper usage of the ROVER program to help ensure accurate reporting of statistical data;
  • Utilize Microsoft Office 365 applications, Camtasia video production software or the equivalent, and other authorized technology to create, publish, and deliver webinars, and web-based trainings;
  • Update tracking lists and spreadsheets using applications within the Microsoft Office 365 product suite for internal productivity and data reports to external partners;
  • Compose field reports using applications within the Microsoft Office 365 product suite;
  • Test new product builds and software by following set regression and independent steps to identify problems and changes inside a website interface and functionality
  • Develop and cultivate professional partnerships and collaborations with diverse sets of data partners including Medical Certifiers, Funeral Directors, Hospital Administrators, and University Administrators and Faculty, in order to establish and maintain productive relationships and promote the benefits of proper usage of the ROVER program.

  • Analyzes and stays abreast of public health policy and standards.
  • Plans, coordinates, and conducts on-site educational and training activities and provides technical assistance on various tobacco control, nutrition and fitness, and other wellness related topics.
  • Provides education to designated local stakeholders, city council members, and state legislators.
  • Monitors grant budget, including the rate of expenditures and compliance with budgeting requirements, including indirect costs, if applicable.
  • Develops grant reports, collects data and maintains data on the grant program.
  • Complies with all programs, financial and evaluation guidelines and requirements of the grant.
  • Develops and maintains a communication mechanism to keep partners and community fully informed of community issues, events, and activities as well as grant related plans, budgets, and issues.
  • Coordinates the strategic planning process and meetings involving the stakeholders and its partners.
  • Reviews and analyzes local strategic plans and works with the coalition and partners and lead agency staff to implement the plans as well as formulate future strategic plans under the grant program for submittal to grantor annually.
  • Research promising and best practices interventions, and continually develops knowledge involving tobacco control, nutrition and fitness, and overall wellness in order to assess the best strategies for achieving grant outcomes.
  • Ensure completion of invoices and expenditure reports for submission to grantor's.
  • Works with funders or grantor's, technical assistance providers and the external evaluator to facilitate fulfillment of grant requirements, effective implementation of programs, and appropriate use of funds.
